“I. PURPOSE OF REQUEST
Propagating and organizing the synchronous implementation of policies and laws on preferential treatment for people with meritorious services to the revolution, thereby educating the patriotic tradition and revolutionary heroism for cadres, party members and all classes of people. people, especially the young generation; promoting the movement of gratitude, mobilizing resources in the society, contributing to well implementing the guidelines and guidelines of the Party, policies and laws of the State on preferential treatment of people with meritorious services to the revolution.
Activities to celebrate the 75th anniversary of Invalids and Martyrs' Day shall be organized solemnly, practically, effectively, in accordance with the actual situation; clearly assign responsibilities to agencies and units in the organization and implementation.”

1. Implement the Ordinance on Incentives for people with meritorious services to the revolution in 2020 and guiding documents.

Action to celebrate the 75th anniversary of war invalids and martyrs' day?
Pursuant to Section III of Plan 1766/KH-LDTBXH dated May 31, 2022 of the Ministry of Labor, War Invalids and Social Affairs, has guided the organization as follows:
“III. ORGANIZATION OF IMPLEMENTATION
Based on specific conditions, activities to celebrate the 35th anniversary of Invalids and Martyrs' Day must be solemn, meaningful, practical, effective, and suitable to the actual situation.
1. At Central level
- Based on this Plan, relevant ministries, branches and agencies shall actively and positively implement the Plan according to the assigned tasks, ensuring on schedule, quality and efficiency.
- The Ministry of Labor, War Invalids and Social Affairs shall monitor, urge and coordinate with relevant ministries, departments, branches, agencies and localities in performing the tasks stated in the Plan; report to the Prime Minister of Vietnam the results of implementation.
2. At Local level
- Direct and organize the implementation of preferential policies for people with meritorious services to the revolution; fully and promptly implement preferential regimes; inspect and examine the implementation of policies, and strictly handle cases of taking advantage of preferential policies for people with meritorious services for self-seeking purposes.
- Develop specific and practical plans and measures so that families with meritorious services to the revolution have a higher standard of living than the average living standard of the community where they reside. Strive to complete the support of people with meritorious services in housing; eradicate poor households whose members are meritorious.
- Focus on repairing, repairing and upgrading works of martyrs (martyrs cemetery, martyr memorial, martyr temple, stele house inscribed with martyr's name) and martyr's grave.
- Based on specific conditions, organize appropriate activities to show gratitude to people with meritorious services to the revolution and martyrs' families; giving gifts (ao dai) to heroic Vietnamese mothers.
- Organize delegations to visit and give gifts to people with meritorious services to the revolution and martyrs' relatives in a timely, complete and correct manner before celebrating Invalids and Martyrs' Day as planned.
- Summarize and report the implementation results to the Ministry of Labor, War Invalids and Social Affairs.”
Thus, the organization and implementation of the plan to celebrate the 75th anniversary of the war invalids and martyrs' day is divided into two levels of implementation, at the central level and at the local level, with regulations guided by the Plan 1766/KH-LDTBXH in 2022 of the Ministry of Labor, War Invalids and Social Affairs of Vietnam.
