What Procedures Must Be Followed to Obtain a Business License for Lion Dance, Dragon Dance?
On March 28, 2024, the Ministry of Culture, Sports and Tourism issued Decision 775/QD-BVHTTDL 2024 announcing the amendment and supplementation of administrative procedures in the field of Physical Education and Sports, within the management scope of the Ministry of Culture, Sports and Tourism.
According to Section 18, Part II of Decision 775/QD-BVHTTDL 2024, the procedures for issuing a Certificate of Business Eligibility in sports activities for Lion Dance, Dragon Dance are as follows:
- The enterprise submits the application by postal mail, electronically, or directly to the specialized agency on physical education and sports under the Provincial People's Committee where the business location for sports activities is registered or where the enterprise has its headquarters in the case of multiple business locations.- The specialized agency on physical education and sports under the Provincial People's Committee (hereinafter referred to as the certification agency) issues a receipt of the application to the enterprise.- In case the application needs amendment or supplementation, the certification agency will notify the enterprise directly or in writing of the contents that need to be amended or supplemented within 03 working days from the receipt of the application.
Thus, organizations requesting a Certificate of Business Eligibility for Lion Dance, Dragon Dance must follow the above administrative procedures to be considered for the issuance of the Business Eligibility Certificate.

According to Decision 775/QD-BVHTTDL 2024, the application for a Certificate of Business Eligibility in sports activities for Lion Dance, Dragon Dance must include the following components:
- Application for a Certificate of Business Eligibility in sports activities- A copy of the Enterprise Registration Certificate- Summary of the preparedness of business conditions
What Conditions Must Be Met to Obtain a Business Certificate for Lion Dance, Dragon Dance?
According to Section 18, Part II of Decision 775/QD-BVHTTDL 2024, the requirements and conditions for an organization requesting a Certificate of Business Eligibility in sports activities for Lion Dance, Dragon Dance are as follows:
(1) Facilities
- The practice, competition, and performance activities of Lion Dance, Dragon Dance indoors and in training grounds must meet the following requirements:+ The training floor area must be at least 200m²;+ The floor must be flat and non-slippery;+ The distance from the floor to the ceiling must be at least 5m. If using plum blossom poles, the distance must be at least 7m;+ The lighting system must ensure an illuminance of at least 150 Lux;+ There must be restrooms, changing rooms, and places for personal belongings of the practitioners;+ There must be a notice board with the main rules: training hours, eligible participants, ineligible participants, attire during training, and safety measures during training.
- Outdoor practice, competition, and performance activities of Lion Dance, Dragon Dance must meet the following requirements:+ The training floor area must be at least 200m²;+ The floor must be flat and non-slippery;+ The lighting system must ensure an illuminance of at least 150 Lux;+ There must be restrooms, changing rooms, and places for personal belongings of the practitioners;+ There must be a notice board with the main rules: training hours, eligible participants, ineligible participants, attire during training, and safety measures during training.
(2) Equipment
- Dragon head, dragon body, lion head, lion tail, and costumes and props such as drums, cymbals, gongs, and bells must be safe and conform to the current Lion Dance, Dragon Dance Competition Rules or traditional practices of each locality.- Equipment and props used for practice, competition, and performance as primitive weapons must be controlled and used according to legal regulations.- Plum blossom poles: The highest pole must not exceed 3m, and surrounding the plum blossom poles must have protective padding.- Lion climbing poles must be stable, with a maximum height not exceeding 10m. Climbing poles over 6m must be made of metal. The base of the pole must be stable, with tethering cables, protective padding, and safety harnesses to ensure the practitioner's safety.
(3) Training Instructor Density: Each instructor guides no more than 30 people per training content.
(4) Professional Staff: There must be a team of staff and professionals suitable for the activities' content.
Thus, organizations requesting a Certificate of Business Eligibility for Lion Dance, Dragon Dance must meet the above conditions to be considered for the issuance of the Business Eligibility Certificate.
