: complete, timely, scientific, objective and inherited.

+ Application of information technology; organize systematic management, convenient in exploitation and use; promptly serve the direction, administration and state management of the Government and competent state agencies and the information needs of agencies, organizations and individuals about industrial parks and economic zones.
+ Publicly disclose and ensure the rights of agencies, organizations and individuals to access and use information for the right purposes as prescribed by law.
+ Comply with the law on protection of state secrets and intellectual property.

+ The group of economic indicators includes the evaluation criteria of the efficiency of investment attraction, the efficiency of using land use of industrial parks and economic zones; contributions of industrial parks and economic zones to socio-economic development, state budget revenue and other contents;
+ The group of social indicators includes evaluation criteria on job creation, housing, service works, public utilities for employees working in industrial parks and economic zones;

According to Article 48 Decree 35/2022/ND-CP stipulates the costs of the national information system on industrial parks in Vietnam and economic zones:
- Costs for building, upgrading, maintaining, managing and operating the information system National information on industrial parks and economic zones may use recurrent expenditures, development investment expenditures, ODA capital, concessional loans from foreign donors, and capital mobilized from socialization. and other lawful capital sources in accordance with the law on state budget, the law on public investment and other relevant laws.
- Cost of management, operation, information collection, database and information update, database into the national information system on industrial parks and economic zones on the used network environment. from recurrent expenditures in accordance with the law on state budget and other lawful capital sources.
- Annually, relevant state management agencies make estimates of state budget expenditures for the activities specified in Clauses 1 and 2 of this Article and send them to the finance agency of the same level to summarize and arrange the cost estimates. according to the regulations on decentralization of the state budget.
Note: The Management Board of industrial zones and economic zones shall assume the prime responsibility for, and coordinate with relevant agencies and organizations in, performing the following tasks:
+ Collecting, updating, processing, sending, receive, store, preserve, manage, exploit, use and disclose information and database on industrial parks and economic zones in the locality through the national information system on industrial parks, the economic zone meets the requirements specified in Article 46 of this Decree and under the guidance of the Ministry of Planning and Investment specified in Article 49 of this Decree;
+ Request investors to implement investment projects on construction and business of infrastructure of industrial parks and functional zones in economic zones and investors to implement investment projects in industrial parks and economic zones implementing the regime of periodical reporting on the implementation of investment projects in accordance with the provisions of the law on investment, the law on enterprises and other relevant laws;
+ Collect and update information about industrial parks and economic zones in the locality according to the guidance of the Ministry of Planning and Investment in the process of building the national information system on industrial parks and economic zones. .
Decree 35/2022/ND-CP takes effect from July 15, 2022.
