Pursuant to Article 9 of Circular 46/2017/TT-BTTTT (some regulations are invalidated by point c, clause 2, Article 11 of Circular 03/2021/TT-BTTTT) as follows:
“Article 9. Grade III editing techniques”
1. Duties;
- Participating in the preparation of content for specialized professional seminars at home and abroad;
- Understand the film's content and the director's creative intentions;
- Conduct preliminary editing for the director, editor to review and perfect the work;
- Professional guidance for junior video editing technicians.
2. Standards of training and retraining qualifications:
a) Possess a university degree in film editing, program production techniques or equivalent;
b) Having a computer skill that meets basic information technology skills standards as prescribed in Circular No. 03/2014/TT-BTTTT ;
c) Having foreign language proficiency level 2 (A2) as prescribed in Circular No. 01/2014/TT-BGDĐT;
d) Having a certificate of standard training for the title of class III film editing technique.
3. Standards of professional competence:
a) Understand the guidelines, guidelines and policies of the Party and the laws of the State related to the assigned tasks;
b) Proficient in specialized skills; on the organization and operation of the branches, units, localities and establishments related to the assigned tasks and effectively perform the tasks in accordance with the provisions of the Press Law and other relevant laws. relate to."
Accordingly, at present, in order to meet the standards of the title of class III film editing technician in Vietnam, an individual needs to have a university degree in film editing, program production techniques or equivalent, and a degree in computer science. and second-level foreign languages as prescribed by law.

“Article 1. Amending and supplementing a number of articles of Circular No. 46/2017/TTBTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating standards for professional titles of sound public employees, broadcaster, editor, videographer of information and communication majors

7. Article 9 is amended with Clauses 2 and 3 and supplemented with Clause 4 as follows:
"2. Standards of training and retraining
a) Having a university degree or higher majoring in television program production techniques, television technology, communication technology or multimedia communication. If you graduate from a university in another discipline, you must have a certificate of training in editing skills or a diploma of secondary school or college majoring in film editing, television program production techniques, television technology, and technology. media Electronics Engineering;
b) Possessing a certificate of training according to the standards of professional titles of public employees specialized in film editing.
3. Standards of professional and professional competence
a) Understand the guidelines, guidelines and policies of the Party and the State's laws on specialized fields;

c) Effectively perform tasks in accordance with the Press Law and other relevant laws;
d) Being able to use foreign languages or ethnic minority languages as required by the job position.”
Accordingly, in the near future, the title of third-class film editing technician in VIetnam will no longer require the current level of foreign language proficiency. Instead, individuals holding the title of Grade III film editing technician in Vietnam only need to be able to use foreign languages and basic office computing in the near future.

4. Requirements for officials to compete or consider promotion to class III editing techniques
Having held the professional title of class IV film editing technician or equivalent for at least 02 years (full 24 months) (excluding the probationary period, probationary period) for the case when recruiting with a college degree or more, 03 years (full 36 months) (excluding the probationary period, probationary period) for the case when recruiting with an intermediate degree. In case of equivalent duration, at least 01 year (full 12 months) must hold the title of class IV film editing technician by the end of the deadline for submitting the application for competition or consideration for promotion.”
Accordingly, in the near future, individuals who want to compete or consider promotion to the title of class III film editing technician in Vietnam will have to meet the requirements as mentioned above.
Circular 07/2022/TT-BTTTT will take effect from August 15, 2022.
