What are the common activities of the Emulation Sector of Economic Ministries and Central Authorities?
The common activities of the Sector are stipulated in Article 5 of the Regulations issued together with Decision 691/QD-BGTVT in 2023, including:
- Organizing a mid-year preliminary review, summarizing the activities of the Sector in 2023 as per the guidance of the Central Emulation and Commendation Board.
- Depending on the actual situation, organizing activities such as workshops, exchanges, seminars, sharing experiences of good models and practices, advanced examples; organizing emulation and commendation professional training, cultural, sports, and artistic exchange activities among member units in the Sector; organizing activities showing gratitude, social welfare, ensuring savings, efficiency, and practicality.
- Implementing information policies, preparing mid-year and annual summary reports for the Central Emulation and Commendation Council and the Sector Leader and Deputy.

What are the duties of the Sector Leader, Deputy Leader, and members in the Emulation Sector of Economic Ministries and Central Authorities?
The duties of the Sector Leader are defined in Article 6 of the Regulations and emulation criteria for 2023 of the Emulation Sector of Economic Ministries and Central Authorities issued together with Decision 691/QD-BGTVT in 2023 as follows:
- Developing programs, plans, operational regulations, content criteria, and emulation scoring methods appropriate to the characteristics and nature of the Sector’s activities following the guidance of the Central Emulation and Commendation Board.
- Organizing the signing of emulation agreements among units in the Sector. Coordinating the organization of common activities for members to exchange and learn about professional skills and experiences; discussing and proposing measures to overcome difficulties and obstacles in emulation and commendation work, and propagating and expanding advanced examples.
- Leading and coordinating with member units in the Sector to score, evaluate annual emulation and commendation results of the members in the Sector; proposing authorities to consider awarding the "Emulation Flag of the Government of Vietnam" and the "Certificate of Merit of the Prime Minister of the Government of Vietnam" to exemplary and outstanding units in the Sector.
- Organizing preliminary and summary activities on the Sector’s emulation and commendation work.
+ The Sector Leader is responsible for reporting and agreeing on the preliminary and summary organization time with the member of the Central Emulation and Commendation Council in charge to attend and direct.
+ No later than 7 days before organizing the Sector's preliminary and summary activities, the Sector Leader registers the specific time with the Central Emulation and Commendation Board.
- Introducing the Sector Leader and Deputy Leader for 2024, reporting to the leaders of member units in the Sector, and carrying out procedures to submit to authorities for consideration and recognition of the Sector Leader, Deputy Leader of the Emulation Sector of Economic Ministries and Central Authorities for 2024.
The duties of the Deputy Leader are defined in Article 7 of the Regulations issued together with Decision 691/QD-BGTVT in 2023 as follows:
- Coordinating with the Sector Leader to develop programs, plans, and manage the activities of the Emulation Sector of Economic Ministries and Central Authorities.
- Acting on behalf of the Sector Leader to resolve some work and activities of the Emulation Sector when authorized by the Sector Leader.
The duties of the members in the Sector are defined in Article 8 of the Regulations issued together with Decision 691/QD-BGTVT in 2023 as follows:
- Participating in developing content and criteria for emulation, and scoring methods of the Sector. Organizing emulation movements and implementing commendation work in association with the implementation of political tasks of the unit.
- Organizing and effectively implementing the contents of the signed emulation agreements. Detecting, building, and propagating good models, advanced examples, new methods with quality and efficiency in the emulation movement.
- Fully and correctly participating in the Sector’s activities. Summarizing and reporting the results of emulation and commendation work every six months and annually; scoring emulation based on issued criteria to the Sector Leader and Deputy Leader to serve for the preliminary and summary work of the Sector.
What are the principles of operation of the Emulation Sector of Economic Ministries and Central Authorities?
Based on Article 3 of the Regulations and emulation criteria for 2023 of the Emulation Sector of Economic Ministries and Central Authorities issued together with Decision 691/QD-BGTVT in 2023, the principles of operation are stipulated as follows:
- The Sector operates on the principles of centralization, democracy, equality; ensuring openness, transparency, solidarity, cooperation, and joint development. Ensuring compliance with regulations on emulation and commendation and guidance from the Central Emulation and Commendation Board, Central Emulation and Commendation Board.
Decisions of the Sector are voted by majority. Issues with differing opinions are decided by secret ballot, and if votes are equal, the decision of the Sector Leader prevails.
- The organization of common activities of the Sector should ensure rationality, facilitating the implementation of emulation movements, evaluation, selection, and proposal for rewarding exemplary and outstanding collectives and individuals in the emulation movement.
- The Sector Leader, Deputy Leader, and members of the Sector can use official seals, means, and funds from their agencies to serve the Sector's activities.
