Pursuant to Clause 2, Article 3 of Circular 33/2021/TT-BYT stipulates as follows:
Article 3. Taking care of learners’ health

2. Organize medical examination for learners upon enrolment and periodically at least once per school year. Monitor and examine health of learners, detect any risk to health and risks of disabilities to prepare, provide treatment, or transfer to hospitals of different levels for treatment as per the law.
Accordingly, the university must organize health examinations for newly admitted students and at least once a year during each academic year.

How does the university implement health care for students in Vietnam?
Pursuant to Article 3 of Circular 33/2021/TT-BYT stipulating that higher education institutions must provide health care for students as follows:
- Perform first aid and emergency medical care for learners as per the law and provide technical guidance regarding medical examination and treatment in case of any emergency during studying, working, and practicing at education institutions.
- Organize medical examination for learners upon enrolment and periodically at least once per school year. Monitor and examine health of learners, detect any risk to health and risks of disabilities to prepare, provide treatment, or transfer to hospitals of different levels for treatment as per the law.
- Implement hygiene measures for preventing and controlling epidemic in education institutions.
- Advise learners about issues relating to diseases, health risks, health improvement, reasonable nutrition, physical health and mental health development, and physical activities.
- Provide security measures on safety, occupational hygiene, prevention of accidents and injuries during learning and practicing processes.
Can higher education institutions organize their own boarding and semi-boarding meals in Vietnam?
Pursuant to Article 6 of Circular 33/2021/TT-BYT stipulating the food safety of the university as follows:
Article 6. Food safety assurance
1. For education institutions that organize boarding and/or semi-boarding catering kitchens.
a) Catering kitchens, cafeterias, and canteens in education institutions must comply with Clause 2 Article 2 of Decree No. 155/2018/ND-CP dated November 12, 2018 of the Government on amendment to regulations relating to conditions for business investment under management of Vietnam Ministry of Health;
b) Individuals working at catering kitchens and cafeterias must meet health requirements specified under Clause 2 Article 2 of Decree No. 155/2018/ND-CP dated November 12, 2018 of the Government on amendment to regulations relating to conditions for business investment under management of Vietnam Ministry of Health.
2. For education institutions that do not organize boarding and/or semi-boarding catering kitchens
c) The institutions may enter into contracts with meal suppliers licensed with Certificate of food safety as per the law;
b) The institutions may enter into contracts with food service providers licensed with Certificate of food safety as per the law for organization of catering kitchens and cafeterias at education institutions.
Accordingly, the university is not allowed to organize self-cooking, boarding and semi-boarding.
However, the university can:
- The institutions may enter into contracts with meal suppliers licensed with Certificate of food safety as per the law;
- The institutions may enter into contracts with food service providers licensed with Certificate of food safety as per the law for organization of catering kitchens and cafeterias at education institutions
What implementation of the university's form of communication and health education in Vietnam?
Pursuant to Article 4 of Circular 33/2021/TT-BYT stipulating as follows:
Article 4. Health communication and education
1. Details of health communication and education including: Measures for preventing accidents and injuries; improving physical activities, proper nutrition, healthy lifestyles; school-age illnesses; preventing and controlling epidemic, infectious diseases, HIV/AIDS, sexually transmitted diseases; non-infectious diseases; preventing and controlling tobacco, alcohol, narcotic substance, addictive drug harm, and other medical details.
2. Forms of health communication and education
a) Via media such as: Public address systems, panels, posters, motivational posters, film screening;
b) Group communication for learners on the basis of classification suitable for each type and scale of training;
c) Personal communication with learners;
d) Communication in events such as: Competitions regarding health education; performance shows, cultural, sports activities, and integration of health education with other events held by education institutions;
dd) Integration in lectures and extracurricular activities of education institutions;
e) Provision of products and materials for learners;
g) Other forms of health communication and education as per the law.
3. Publicize, popularize, and educate on regulations and law on medical affairs in education institutions in accordance with Article 23 and Article 24 of the Law on Legal Popularization and Education.
Thus, the form of communication and health education of the university is carried out as follows:
- Via media such as: Public address systems, panels, posters, motivational posters, film screening;
- Group communication for learners on the basis of classification suitable for each type and scale of training;
- Personal communication with learners;
- Communication in events such as: Competitions regarding health education; performance shows, cultural, sports activities, and integration of health education with other events held by education institutions;
- Integration in lectures and extracurricular activities of education institutions;
- Provision of products and materials for learners;
- Other forms of health communication and education as per the law.
