Based on the provisions of Clause 1, Article 13 of the Charter of the Vietnam Society of Pathological Cytology issued under Decision 81/QD-BNV in 2023 and Clause 2, Article 13 of the Charter of the Vietnam Society of Pathological Cytology issued under Decision 81/QD-BNV in 2023, it is specified as follows:
Congress
1. The highest governing body of the Society is the Term Congress or Extraordinary Congress. The Term Congress is held every 05 years. The Extraordinary Congress is convened when at least 2/3 (two-thirds) of the total number of Executive Committee members or more than 1/2 (one-half) of the total number of official members request it in writing.
2. The Term Congress or Extraordinary Congress can be organized in the form of a General Congress or a Representative Congress. The General Congress or Representative Congress is held when more than 1/2 (one-half) of the official members or more than 1/2 (one-half) of the official representatives are present.
According to the above regulation, the Extraordinary Congress of the Vietnam Society of Pathological Cytology is convened when at least 2/3 of the total number of Executive Committee members or more than 1/2 of the total number of official members request it in writing.
The Extraordinary Congress is held in the form of a General Congress or a Representative Congress. The General Congress or Representative Congress is held when more than 1/2 of the official members or more than 1/2 of the official representatives are present.

- Discuss and approve the term summary report; directions and tasks for the new term of the Society;
- Discuss and approve the Charter (amendments and supplements); rename, divide, split, merge, consolidate, or dissolve the Society (if any);
- Discuss and comment on the review report of the Executive Committee and the financial report of the Society;
- Decide on other contents beyond the authority of the Executive Committee according to the Society's regulations and important matters regarding the principles, objectives, tasks, and powers of the Society;
- Approve the number and elect the Executive Committee and the Inspection Committee;
- Other contents (if any).
When is the Decision of the Congress of the Vietnam Society of Pathological Cytology Passed?
Based on the provisions of Clause 4, Article 13 of the Charter of the Vietnam Society of Pathological Cytology issued under Decision 81/QD-BNV in 2023, it is specified as follows:

4. Principles of voting at the Congress:
a) The Congress can vote by raising hands or secret ballot. The form of voting is decided by the Congress;
b) Decisions of the Congress must be passed by more than 1/2 (one-half) of the official representatives present at the Congress.
According to the above regulation, the decision of the Congress of the Vietnam Society of Pathological Cytology is passed when it is approved by more than 1/2 of the official representatives present at the Congress.
What are the Duties and Powers of the Executive Committee of the Vietnam Society of Pathological Cytology?
Based on the provisions of Clause 2, Article 14 of the Charter of the Vietnam Society of Pathological Cytology issued under Decision 81/QD-BNV in 2023, the duties and powers of the Executive Committee of the Vietnam Society of Pathological Cytology are specified as follows:
- Organize and implement the resolutions of the Congress, the Charter of the Society, and lead all activities of the Society between the two Congresses;
- Prepare and decide to convene the Congress;
- Decide on the annual work program and plan of the Society;
- Decide on the organizational structure of the Society. Issue regulations on the activities of the Executive Committee, the Standing Committee; regulations on the management and use of the Society's finances and assets; regulations on the management and use of the Society's seal; regulations on commendation and discipline; internal regulations of the Society in accordance with the Charter and the Law;
- Elect, dismiss the President, Vice Presidents, Secretary General, members of the Standing Committee, supplementary or replacement members of the Executive Committee. During the operation, the Executive Committee may consider electing additional members, but not exceeding 1/5 of the number of Executive Committee members decided by the Congress. The total number of Executive Committee members (including supplementary members) must not exceed the number of Executive Committee members approved by the Congress;
- During the operation, when there is a replacement of the Head, Deputy Head, or additional members of the Inspection Committee, the Executive Committee considers additional elections or replacements that do not exceed the number of Inspection Committee members approved by the Congress.
