Which agency is responsible for periodically reporting on the use of water resources in Vietnam?
Pursuant to Article 12 of Decree 02/2023/ND-CP stipulating the following:
Report on the use of water resources in Vietnam
1. Every year, the Ministries of Industry and Trade, Agriculture and Rural Development, Construction and relevant ministries and ministerial-level agencies, the People's Committees of provinces, within the ambit of their tasks and powers, are responsible for formulating report on their water use and send it to the Ministry of Natural Resources and Environment before January 30 of the following year for synthesis and monitoring.
2. The Ministry of Natural Resources and Environment shall prescribe the contents and forms of reports on the use of water resources.
Thus, every year, the Ministry of Industry and Trade, Agriculture and Rural Development, Construction and relevant ministries, ministerial-level agencies, provincial-level People's Committees, within the ambit of their tasks and powers, have the responsibility to: make periodic reports on their water use and send them to the Ministry of Natural Resources and Environment before January 30 of the following year.
At the same time, based on Clause 1, Article 3 of Circular 31/2018/TT-BTNMT stipulating as follows:
Reporting period and reporting regime on water resources in Vietnam
1. The reporting period is prescribed as follows:
a) Every five (05) years for the national water resource report;
b) Annually for thematic reports on water resources, reports on water use of ministries, ministerial-level agencies and provincial-level People's Committees;
c) Annually report on activities of exploitation and use of water resources and discharge of wastewater into water sources of organizations and individuals that have been granted water resources permits by competent state agencies.
Thus, in addition to the reporting regime of ministries, ministerial-level agencies and provincial-level People's Committees, they are sent to the Ministry of Natural Resources and Environment. Organizations and individuals that have been granted annual water resource permits by competent state agencies shall also report on activities of using water resources.

1. The inventory of water resources is carried out uniformly throughout the country, every 5 years, in accordance with the national socio-economic development plan period.
Thus, the inventory of water resources is carried out every five years.
Who is responsible for the inventory of water resources in Vietnam?
Pursuant to Article 7 of Decree 02/2023/ND-CP stipulating as follows:
Inventory of water resources in Vietnam
1. The inventory of water resources is carried out uniformly throughout the country, every 5 years, in accordance with the national socio-economic development plan period.
2. Responsibility for inventory of water resources:
a) The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with concerned ministries and ministerial-level agencies in, formulating projects and plans on inventory of water resources nationwide and submitting them to the Prime Minister for approval; organize an inventory of water resources for inter-country and inter-provincial water sources; synthesize and publish inventory results in inter-provincial river basins and nationwide;
b) Provincial-level People's Committees shall organize an inventory of water resources for intra-provincial water sources; synthesize the inventory results of the river basins within the province and water sources in the area and send them to the Ministry of Natural Resources and Environment for synthesis;
c) Ministries and ministerial-level agencies shall, within the ambit of their tasks and powers, have to coordinate with the Ministry of Natural Resources and Environment and the People's Committees of provinces in carrying out an inventory of water resources.
3. The Ministry of Natural Resources and Environment shall guide the contents and forms of the inventory and report on the results of the inventory of water resources.
Thus, the entity responsible for the inventory of water resources is:
- The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with relevant ministries and ministerial-level agencies in, formulating projects and plans on inventory of water resources nationwide, and submitting them to the Prime Minister for approval; organize an inventory of water resources for inter-country and inter-provincial water sources; synthesize and publish inventory results in inter-provincial river basins and nationwide;
- Provincial-level People's Committees shall organize an inventory of water resources for intra-provincial water sources; synthesize the inventory results of the river basins within the province and water sources in the area and send them to the Ministry of Natural Resources and Environment for synthesis;
- Ministries and ministerial-level agencies shall, within the ambit of their tasks and powers, have to coordinate with the Ministry of Natural Resources and Environment and the provincial-level People's Committees in conducting an inventory of water resources.
Decree 02/2023/ND-CP takes effect from March 20, 2023.
