When does the regular session of the Standing Committee of the National Assembly occur?
The start time for the sessions of the Standing Committee of the National Assembly is stipulated in Article 6 of the Working Regulations of the Standing Committee of the National Assembly issued together with Resolution 1075/2015/UBTVQH13 as follows:
Start time for sessions of the Standing Committee of the National Assembly
The regular session of the Standing Committee of the National Assembly starts around the 10th to the 15th of every month, except in special cases decided by the Chairman of the National Assembly.
For sessions convened at the request of the President, the Prime Minister of the Government of Vietnam, or at least one-third of the total members of the Standing Committee of the National Assembly, the start time for the session is decided by the Chairman of the National Assembly.

Who is invited to attend the sessions of the Standing Committee of the National Assembly?
Persons invited to attend the sessions of the Standing Committee of the National Assembly are specified in Article 60 of the Law on the Organization of the National Assembly 2014 as follows:
Sessions of the Standing Committee of the National Assembly
1. The Standing Committee of the National Assembly discusses and decides on matters within its duties and powers at the session of the Standing Committee of the National Assembly.
Sessions of the Standing Committee of the National Assembly must have at least two-thirds of the total number of members of the Standing Committee of the National Assembly in attendance.
2. The Chairman of the National Assembly presides over the session of the Standing Committee of the National Assembly. The Vice-Chairmen of the National Assembly assist the Chairman of the National Assembly in conducting the session according to assignments by the Chairman of the National Assembly.
3. Members of the Standing Committee of the National Assembly are responsible for fully attending the sessions. If unable to attend, they must report the reason for their absence to the Chairman of the National Assembly for consideration and decision.
4. The President has the right to attend the sessions of the Standing Committee of the National Assembly; the Prime Minister of the Government of Vietnam, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the Chairman and Vice-Chairmen of the Ethnic Council, Chairpersons and Vice-Chairpersons of the Committees of the National Assembly are invited to attend the sessions of the Standing Committee of the National Assembly.
Standing members, specialized members of the Ethnic Council, or Committees of the National Assembly are invited to attend sessions of the Standing Committee of the National Assembly concerning matters within the scope of the Council or Committee’s responsibility.
5. Representatives of relevant agencies and organizations are invited to attend the sessions of the Standing Committee of the National Assembly when discussing related content.
Thus, those invited to attend the sessions of the Standing Committee of the National Assembly include:
- The President has the right to attend the sessions of the Standing Committee of the National Assembly;
- The Prime Minister of the Government of Vietnam, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the Chairman, and Vice-Chairmen of the Ethnic Council, Chairpersons, and Vice-Chairpersons of the Committees of the National Assembly are invited to attend the sessions of the Standing Committee of the National Assembly.
- Standing members, specialized members of the Ethnic Council, or the Committees of the National Assembly are invited to attend the sessions of the Standing Committee of the National Assembly discussing matters within the Council or Committee’s responsibility.
- Representatives of relevant agencies and organizations are invited to attend the sessions of the Standing Committee of the National Assembly when discussing related content.
How is the program of the session of the Standing Committee of the National Assembly regulated?
Based on Article 7 of the Working Regulations of the Standing Committee of the National Assembly issued together with Resolution 1075/2015/UBTVQH13 as follows:

1. The drafting of the agenda and the decision to convene the session of the Standing Committee of the National Assembly are carried out in accordance with Articles 61 and 62 of the Law on the Organization of the National Assembly.
2. When necessary, based on the actual situation or at the request of members of the Standing Committee of the National Assembly, relevant agencies, or organizations, the Chairman of the National Assembly can adjust the agenda of the session of the Standing Committee of the National Assembly.
The drafting of the agenda and the decision to convene the session of the Standing Committee of the National Assembly are carried out in accordance with Article 62 of the Law on the Organization of the National Assembly 2014.
When necessary, based on the actual situation or at the request of members of the Standing Committee of the National Assembly, relevant agencies, or organizations, the Chairman of the National Assembly can adjust the agenda of the session of the Standing Committee of the National Assembly.
