Based on the regulations specified in Subsection 7.4, Section 7 of the Administrative Procedures promulgated under Decision 507/QD-BNV of 2023, the requirements are as follows:
7.4. Time limit for resolution:
Implemented in accordance with Article 20 of Decree No. 90/2020/ND-CP dated August 13, 2020 by the Government of Vietnam on assessing and ranking the quality of officials and public employees. Specifically, as follows:
- The time for assessing and ranking the quality of officials and public employees must be conducted before December 15 every year.
- For public service providers operating in the fields of education, training, and some other fields with a working year-end before December every year, the head of the public service provider decides the time for assessing and ranking the quality of the public employees.
According to the above regulations, the time for assessing and ranking the quality of officials is conducted before December 15 every year.

Based on the regulations specified in Section 7 of the Administrative Procedures promulgated under Decision 507/QD-BNV of 2023, the latest 2023 procedures for assessing and ranking the quality of officials are as follows:
- Officials prepare self-assessment reports and recognize the work result rankings according to their assigned duties and tasks.
- Comments and evaluations of the officials:
+ Organize meetings of the leadership of the agencies and organizations where the officials work for comments and evaluations. Officials present their self-assessment reports at the meeting, attendees provide comments, and these comments must be recorded in the minutes and approved at the meeting.
+ The authority managing the officials decides on soliciting comments and evaluations from agencies, organizations, and units under the direct leadership and management of the evaluated officials.
- Solicit comments and evaluations from the party committee at the same level where the officials work.
- Review and decide on the assessment and ranking of the officials' quality:
+ The advisory body on personnel management of the managing agency consolidates comments and evaluations as per regulations.
+ The authority managing the officials reviews and decides the assessment and ranking of the officials' quality.
- Notify the assessment and quality ranking results:
The authority managing the officials notifies in writing to the officials and publicly announces the results of the assessment and quality ranking within the agency, organization, or unit where the officials work. It determines the form of publicity within the agency, organization, or unit, prioritizing electronic environments.

+ Officials prepare self-assessment reports and recognize the work result rankings according to their assigned duties and tasks using Form No. 01 of the Appendix issued under Decree No. 90/2020/ND-CP dated August 13, 2020 by the Government of Vietnam on assessing and ranking the quality of officials and public employees.
*+ Civil servants prepare self-assessment reports and recognize the work result rankings according to their assigned duties and tasks using Form No. 02 of the Appendix issued under Decree No. 90/2020/ND-CP dated August 13, 2020 by the Government of Vietnam on assessing and ranking the quality of officials and public employees. *
+ Public employees prepare self-assessment reports on work results according to their assigned duties using Form No. 03 of the Appendix issued under Decree No. 90/2020/ND-CP dated August 13, 2020 by the Government of Vietnam on assessing and ranking the quality of officials and public employees.

What are the latest 2023 requirements and conditions for assessing and ranking the quality of officials?
Based on the regulations specified in Subsection 7.10, Section 7 of the Administrative Procedures promulgated under Decision 507/QD-BNV of 2023, the requirements and conditions are as follows:
- Ensure objectivity, fairness, and accuracy; avoid favoritism, repression, partiality, formality; ensure the proper authority for managing and evaluating officials and public employees.
- The assessment and ranking of quality must be based on the assigned duties and tasks and the results of task performance, demonstrated through specific work and products; for leaders and managers, it must be tied to the performance results of the agency, organization, or unit they manage or are in charge of.
- Officials and public employees who have worked less than 6 months in a year are not subject to quality assessment and ranking but must still be reviewed for the period they worked in the year, except for maternity leave policy.
+ Officials and public employees who have taken leave and not participated in work according to the law for 03 to under 06 months in the year are still assessed but not ranked higher than the "completed tasks well" level.
+ Officials and public employees on maternity leave policy according to the law have their annual quality ranking based on the actual working time of that year.
- The results of the quality assessment and ranking of officials and public employees as per Decree 90/2020/ND-CP are used as a basis for integration in the assessment and ranking of party members.
