Basically, the salary scale for school staff when implementing salary reform is also constructed according to the provisions at Sub-section 3.1, Section 3 of Resolution 27-NQ/TW 2018 on reforming the salary policy for officials and public employees and armed forces (public sector) according to the new salary structure design consisting of:
- Basic salary (accounting for about 70% of the total salary fund).
- Allowances (accounting for about 30% of the total salary fund).
- Additional bonuses (the bonus fund is about 10% of the total annual salary fund, excluding allowances).

The same level of job complexity has the same salary; higher than normal working conditions and occupational incentives are implemented through occupational allowance policies; rearrange the group of grades and the number of grades in the grades of officials, professional titles of public employees, encouraging officials and public employees to improve professional qualifications. However, on November 7, 2023, the Minister of Home Affairs mentioned the salary issue for school staff when implementing salary reform as follows:
The salary regime for school staff is still low, not ensuring the regional minimum wage according to regulations. Therefore, during the upcoming process of implementing salary policy reform, it is proposed that localities comprehensively review the number of school staff.
The Minister also stated that current school staff do not enjoy a 25% public service allowance, so if a salary policy reform is implemented, these individuals will suffer certain disadvantages.
Therefore, relevant ministries and central authorities need to consider issuing professional guidance on promotion exams for the professional titles of school staff, so that when implementing salary reform, better salary grades can be arranged for this group.
"The Ministry of Home Affairs will also report to the competent authorities to consider this matter," the Minister of Home Affairs said.
Thus, school staff may take promotion exams for professional titles so that when salary reform is implemented, they will have a better salary grade.
Currently, the salary reform is still in the process of receiving feedback and construction, so there is no specific salary scale for school staff yet.

The Prime Minister of the Government of Vietnam stated that in 2025, the Government of Vietnam will implement salary policy reform for the public sector according to Resolution 27-NQ/TW 2018 of the Central Committee starting from July 1, 2024.
At the same time, the Government of Vietnam will continue to adjust the regional minimum wage and salary policies for the enterprise sector according to regulations.
From 2025 onwards, continue to adjust the salary to increase by an average of 7% per year for officials and public employees, armed forces until the minimum salary is equal to or higher than the lowest wage level of region I in the enterprise sector.

From 2021 to 2025 and with a vision to 2030
For the public sector
- From 2021, apply a new unified salary policy for officials and public employees, armed forces throughout the entire political system.
- In 2021, the minimum salary of officials and public employees is equal to the average minimum salary of the regions in the enterprise sector.
- Periodically raise the wage level in accordance with the consumer price index, economic growth rate, and the ability of the state budget.
- By 2025, the minimum salary of officials and public employees will be higher than the average minimum salary of the regions in the enterprise sector.
- By 2030, the minimum salary of officials and public employees will be equal to or higher than the minimum salary of the highest region in the enterprise sector.
For the enterprise sector
- From 2021, the State periodically adjusts the regional minimum wage based on recommendations from the National Wage Council. Enterprises are allowed to implement salary policies based on negotiations and agreements between employers and workers, and collective worker representatives; the State does not directly intervene in the salary policies of enterprises.
- Manage labor and wages in state enterprises by means of wage cost budgeting associated with the business production tasks of the enterprise until 2025 and towards assigning enterprise business production tasks by 2030.
