2. Registering a level 2 electronic identification account
a) For citizens who have been issued a Citizen Identity Card with an electronic chip:
Citizens go to the commune-level police station or the place where the Citizen Identity Card is issued to complete the procedures for issuing an electronic identification account. Citizens present their Citizen Identity Card with an electronic chip, provide information about their phone number or email address, and request additional information to be integrated into the electronic identification account.
The reception officer enters the information provided by the citizen into the electronic identification and authentication system; takes a portrait photo, and collects fingerprints of the citizen for verification with the Citizen Identity Database and confirms the agreement to register the electronic identification account.
The electronic identification management agency notifies the registration results via the VNeID application or SMS or email.
b) For citizens who have not been issued a Citizen Identity Card with an electronic chip: The police agency proceeds to issue a level 2 electronic identification account along with the issuance of the Citizen Identity Card.
The procedures for registering a level 2 electronic identification account for Vietnamese citizens are as follows:
- For citizens who have been issued a Citizen Identity Card with an electronic chip:

Is there a fee for registering an electronic identification account?
According to Article 31 of Decree 59/2022/ND-CP:
Cost for issuing, using electronic identification accounts and using electronic authentication services
1. The electronic identity entity, which is an agency, organization, or Vietnamese citizen, does not have to pay the cost of issuing an electronic identification account and the cost of using the electronic identification account created by the electronic identification and authentication system.
2. Organizations and individuals using electronic authentication services shall pay fees to the electronic authentication service provider as per legal regulations.
Thus, based on the above regulations, Vietnamese citizens registering for an electronic identification account do not have to pay the cost of issuing and using the electronic identification account created by the electronic identification and authentication system.
However, in the case where citizens register for a level 2 electronic identification account without having the Citizen Identity Card with an electronic chip, the registration will be done simultaneously with the issuance of the Citizen Identity Card.
In this case, the citizens must pay the fee for issuing the Citizen Identity Card. According to Circular 44/2023/TT-BTC, there is a regulation on reducing 50% of the issuance fee for Citizen Identity Cards from July 1, 2023, to the end of December 31, 2023. Therefore, in this case, the citizens will pay the issuance fee for the Citizen Identity Card of 15,000 VND.
