On June 23, 2022, the Ministry of Labor, War Invalids and Social Affairs issued Official Letter 2150/LDTBXH-VPQGGN in 2022 guiding the implementation of the emulation movement in Vietnam "For the poor - No one to being left behind” for the period of 2021 – 2025. According to the content of this Official Letter, the Ministry of Labor, War Invalids and Social Affairs has proposed to send to the People's Committees of the provinces and centrally-run cities to concentrate faithfully do the following:
"first. Formulate a plan and organize the implementation of an extensive, practical and effective emulation movement, suitable to the actual conditions of each locality; promote the spirit of solidarity, the strength of the whole political system, the proactive and creative spirit of the people, create an enthusiastic emulation spirit, contributing to the successful implementation of the goal of sustainable poverty reduction.
2. Coordinating with the Vietnam Fatherland Front in provinces and centrally run cities in promoting propaganda and mobilizing people from all walks of life to actively participate in the implementation of the Emulation Movement; continue to deploy the campaign "For the poor" on the occasion of the annual "For the poor" peak month.
3. Focusing on praising and rewarding according to their competence to typical collectives and individuals with outstanding achievements in the implementation of the emulation movement. Report on the organization and implementation of the emulation movement to the Ministry of Home Affairs (Central Committee for Emulation and Commendation), the Ministry of Labor, War Invalids and Social Affairs (via the National Office on Poverty Reduction, No. 35 Tran Phu , Ba Dinh, Hanoi; email: giangheo@molisa.gov.vn) before December 10 of each year as prescribed.
Request the People's Committees of the provinces and centrally-run cities to urgently implement it./.
Accordingly, the Ministry of Labor, War Invalids and Social Affairs has issued the above guidelines for localities to implement the emulation movement in Vietnam "For the poor - Leave no one behind" in the 2021-2025 period.

Pursuant to subsection 2, Section II of the Plan promulgated together with Decision 666/QD-TTg in 2022, the solutions to implement the emulation movement "for the poor" in the 2021-2025 period are as follows:
- Strengthen the leadership and direction of Party committees, organizations and authorities at all levels; enhance the roles and responsibilities of heads of party committees, party organizations, administrations at all levels and agencies and units in leading, directing and organizing the implementation of emulation, preliminary, summarizing and commending movements. reward collectives, individuals and households with typical and outstanding achievements in the emulation movement.
- Ministries, departments, branches, Central Committee of Vietnam Fatherland Front and socio-political organizations, People's Committees of provinces and centrally-run cities and clusters and emulation blocks based on on the characteristics of the situation, requirements and tasks of organizing the implementation of the Emulation Movement practically and effectively; propaganda to create a strong change in awareness, create consensus of the whole society and promote the synergy of the whole political system; widely deploying the emulation movement with specific content, criteria, appropriate form, avoiding form and waste; to preliminarily review, evaluate, draw lessons and conduct a review of the Emulation Movement in 2025.
- The Ministry of Information and Communications shall coordinate with the Central Propaganda Department, the Ministry of Home Affairs (the Central Committee for Emulation and Commendation) and the Ministry of Labor, War Invalids and Social Affairs to guide press agencies and media to promote strengthen propaganda, build specialized pages, increase the time to discover, praise and multiply good models, new ways, typical and excellent collectives and individuals in implementing the style. emulation movement.
- The Central Committee for Emulation - Commendation shall assume the prime responsibility for, and coordinate with the Ministry of Labor, War Invalids and Social Affairs in organizing delegations to inspect the implementation of the Emulation Movement in some localities and units annually. and conduct a review of the Emulation Movement in 2025.

a) Form of reward:
- Labor Medal;

b) Reward criteria:
Based on achievements in implementing the emulation movement "For the poor - Leaving no one behind" in the period of 2021 - 2025, the consideration and reward for typical and outstanding collectives, families and individuals shall comply with the provisions of the law on emulation and commendation.”
