Reprimand against members of Communist Party of Vietnam violating regulations on forming associations and engaging in association activities; organizing gatherings causing security and order disruptions
According to Clause 1, Article 56 of Regulation 69-QD/TW in 2022 on disciplinary actions for members of Communist Party of Vietnam violating regulations on forming associations and engaging in association activities; organizing gatherings causing security and order disruptions, as follows:
"Article 56. Violations of regulations on forming associations and engaging in association activities; gatherings causing security and order disruptions
1. A Communist Party member violating one of the following cases causing minor consequences shall be disciplined by way of reprimand:
a) Participating in or inciting, seducing others to join illegal associations, groups, clubs, forums.
b) Participating in or inciting, seducing, coercing others to join illegal meetings, seminars, rallies unauthorized by competent authorities of the Communist Party, the State or permitted but exploiting to act against the Communist Party or the State.
c) Knowing but not reporting, denouncing, or informing about acts violating laws on public order or citizens' freedoms and democracy rights.
d) Failing to perform assigned duties and responsibilities; being responsible but not taking measures to prevent or eliminate causes and conditions adversely affecting public order.
dd) Organizing or participating in unlawful gatherings at places where international conferences, meetings of the National Assembly, the People's Council or other important political activities of the Communist Party, the State, the Fatherland Front, and socio-political organizations or other public places are taking place."

Warning or demotion against members of Communist Party of Vietnam violating regulations on forming associations and engaging in association activities; organizing gatherings causing security and order disruptions?
According to Clause 2, Article 56 of Regulation 69-QD/TW in 2022 on disciplinary actions for members of Communist Party of Vietnam violating as follows:
"Article 56. Violations of regulations on forming associations and engaging in association activities; gatherings causing security and order disruptions
...
2. In cases where disciplinary measures have been taken according to Clause 1 of this Article but recidivism occurs or significant consequences result from the first violation, or violation involves one of the following cases, disciplinary measures shall be in the form of a warning or demotion (if holding a position):
a) Approving, organizing, or actively mobilizing, inciting, coercing, bribing others to join unauthorized associations.
b) Engaging in actions causing severe disruptions to public order, adversely affecting citizens' normal lives or contradicting public morals and civilized public behavior.
c) Exploiting citizens' freedom and democracy rights to organize or participate in protests, gatherings, causing security disruptions.
d) Exploiting one's position or authority to condone, cover up, assist in resulting in insufficient penalties for violations of public order laws... "

According to Clause 3, Article 56 of Regulation 69-QD/TW in 2022 on disciplinary actions for members of Communist Party of Vietnam violating as follows:
"Article 56. Violations of regulations on forming associations and engaging in association activities; gatherings causing security and order disruptions
...
3. In cases involving violations of Clause 1 and Clause 2 of this Article causing very severe consequences or involving one of the following cases, disciplinary measures shall be in the form of expulsion:
a) Leading, initiating, or actively participating in forming unauthorized associations; organizing association activities for profiteering, causing negative social effects.
b) Initiating goals, purposes, contents, forms; leading, preparing plans, assigning tasks, rallying forces, participating in discussions, propaganda, mobilizing, enticing, inciting, bribing, or coercing others into illegal protests, gatherings as regulated by the Communist Party and the State, causing security disruptions.
c) Supporting or participating in protests unauthorized by competent authorities or abetting hostile forces to leverage protests to oppose the Communist Party and the State.
d) Engaging in acts against public order officers, obstructing the activities of agencies, organizations, leaders of the Communist Party, the State, the Fatherland Front, and socio-political organizations causing very severe consequences."
Thus, according to the new regulations on disciplining members of Communist Party of Vietnam in Regulation 69-QD/TW in 2022, members of Communist Party of Vietnam who support or participate in illegal protests or abet those leveraging protests to oppose the Communist Party and the State will be expelled.
