Key Tasks in Ensuring Traffic Order, Safety, and Preventing Traffic Congestion for the Period 2022 - 2025
Based on the content in Section I of Resolution 48/ND-CP in 2022, the Government of Vietnam has outlined 8 key tasks to enhance traffic order, safety, and prevent traffic congestion for the period 2022 - 2025 as follows:
First Task:
+ Enhance the effectiveness and efficiency of leadership and direction, firstly by strengthening inspection and urging the implementation of Conclusion No. 45-KL/TW dated February 1, 2019, by the Secretariat on continuing to promote the effective implementation of Directive No. 18-CT/TW of the XI tenure Secretariat on strengthening the leadership of the Communist Party in ensuring traffic safety and order for road, railway, and inland waterways, and overcoming traffic congestion.
+ Continue to improve the organizational structure and functions to enhance the effectiveness and efficiency of the National Traffic Safety Committee and Traffic Safety Committees of provinces and central cities to meet the demands of the new situation.
Second Task:
+ Develop and perfect laws, mechanisms, policies, and regulations related to ensuring traffic order and safety to promptly and effectively apply the achievements of the Fourth Industrial Revolution in practice.
+ Integrate the objectives of ensuring traffic order and safety into national, regional, provincial planning, land-use planning, urban and rural construction planning, and specialized transport planning.
+ Strictly manage the implementation of planning, ensuring that the construction or renovation of industrial zones, urban areas, commercial centers, schools, hospitals, etc. are aligned with transport infrastructure capacity and public transport.
Third Task:
+ Ensure the progress and quality of key traffic infrastructure investment projects;
+ Organize scientific and rational traffic;
+ Maintain and repair traffic infrastructure connected with reviewing and definitively dealing with black spots and potential traffic accident spots;
+ Eliminate illegal self-opened crossings over railways;
+ Prevent and deal with encroachments on maritime routes and inland waterways;
+ Ensure the safety of approach paths and airport areas at airports.
Fourth Task:
Improve the safety quality and environmental protection of transportation vehicles; perfect the system of standards and technical regulations for vehicles, components, materials, and infrastructure to facilitate the production, business, and circulation of environmentally friendly vehicles.
Fifth Task:
Restructure transport, increase the share of rail, inland waterways, maritime, and air transport, gradually reduce dependence on road transport; expedite the development of public transport systems in urban and inter-provincial areas linked with limiting the use of private motorized vehicles in major cities.
Sixth Task:
+ Persistently build a traffic safety culture for organizations and individuals involved in constructing, implementing laws, providing infrastructure, means, transport services, and participating in traffic. Innovate the work of propaganda, dissemination, and education of law on ensuring traffic order and safety based on behavior change as the evaluation criterion;
+ Strengthen propaganda on social networks and digital infrastructure; promote and guide the integration of ensuring traffic order and safety objectives into programs, plans, and activities of agencies, units, schools, and enterprises.
Seventh Task:
+ Enhance the capacity and efficiency of law enforcement concerning traffic order and safety; promote the application of information technology;
+ Build and ensure the ability to connect and jointly use databases between the transport, police, health, insurance sectors, and other relevant agencies in law enforcement, propaganda, dissemination, legal education, and scientific research on traffic order and safety.
Eighth Task:
+ Improve rescue, emergency, and post-traffic accident handling capacity;
+ Train first aid skills for traffic accident victims for local healthcare staff, law enforcement, and traffic participants.
Key tasks in ensuring traffic order, safety, and preventing traffic congestion for the period 2022 - 2025.
Responsibilities of the Ministry of Transport in Researching and Developing the Road Law Project
Based on Subsection 1 of Section II of Resolution 48/ND-CP in 2022, the responsibilities of the Ministry of Transport in researching and developing the Road Law Project for the period 2022-2025 are:
- Preside over and cooperate with relevant units in researching and developing the Road Law Project following the opinions of the National Assembly and the directives of the Government of Vietnam; continue to review and amend existing legal regulations related to ensuring traffic order, safety, and traffic congestion prevention.
- Review and propose amendments to legal documents directly related to ensuring traffic order and safety, such as regulations on managing aviation obstacle height and battlefield management and protection of the airspace over Vietnam.
- Preside over and guide the implementation of sectoral and specialized transport planning; research and implement traffic safety and congestion prevention solutions right from the planning implementation stage; prioritize the investment in infrastructure connection projects and logistic zones of key seaports, international airports, and inland ports to ensure effective connections between transport modes aiming to restructure the transport market and promote logistics development.
- Continue to implement the Scheme on the application of information technology in managing and operating transport, focusing on road transport, the Scheme on managing, operating the ITS system and toll collection system on expressways; develop and complete the national standards on the intelligent transport system (ITS).
- Preside over and cooperate with relevant units to invest in upgrading journey monitoring device databases and surveillance cameras on commercial transport vehicles, ensuring connectivity and sharing for inspection, patrol, control, violation handling, accident investigation, and resolution by competent authorities; continue directing and implementing vehicle weight control by promoting private investment in modern weighing equipment and vehicle weight inspection stations; build a system to manage and exploit data from the automatic identification system (AIS) on inland waterway transport vehicles.
- Develop a roadmap requiring manufacturers, assemblers, organizations, and individuals using vehicles equipped with collision warning systems, pedestrian detection, road information reception systems, and other modern safety systems and devices; apply modern technology in managing and supervising vehicle inspection processes; develop a roadmap requiring motorcycle and moped manufacturers and businesses to equip ABS (Anti-Lock Braking System) and enhance the application of new technologies that increase vehicle safety.
- Continue to complete laws and apply modern scientific technologies to enhance the quality of driver training, testing, and licensing to best serve the people's needs, specifically: prioritize resources to build, maintain, upgrade, and develop Level 4 online public services for driving license renewal on the National Public Service Portal; manage and directly supervise camera image data from driving test centers nationwide; develop simulation software for traffic situations for the driver test; deploy a management system to exploit and use data from time and distance monitoring devices for practical driving training.
Tasks of the Ministry of Health in Ensuring Traffic Order, Safety, and Preventing Traffic Congestion for the period 2022 - 2025
Based on Subsection 3 of Section II of Resolution 48/ND-CP in 2022, the tasks of the Ministry of Health in ensuring traffic order and safety and preventing traffic congestion for the period 2022-2025 are:
- Research and review to amend the Health Insurance Law towards decentralization in health insurance assessment; develop regulations on pre-hospital emergency aid, including traffic accident emergency; develop and implement an information system on the causes of death due to traffic accidents based on the network of medical facilities; apply information technology, clinical coding, and collect data on the causes of death due to traffic accidents.
- Strengthen the implementation of the plan to improve the capacity for primary traffic accident emergency aid for commune and village healthcare staff for the period 2021 - 2025; cooperate with relevant units to guide the equipping of first aid kits on transport vehicles; cooperate with the Ministry of Public Security to develop and complete a database system on road traffic accidents.
- Preside over and cooperate with ministries, central authorities, and People's Committees of provinces and central cities to establish new 115 emergency centers and enhance the capacity of existing medical facilities, ensuring traffic accident emergency capacity according to regulations, providing 24/24 emergency readiness at medical facilities, ensuring a service radius of 50km.
