Pursuant to subsection 2, Section A, Part II of Decision 3191/QD-BCA of Vietnam in 2022 as follows:
* Composition, number of dossiers:
Dossier composition:
+ Vehicle registration certificate (according to the form).
+ Registration fee documents.
+ Vehicle ownership transfer papers.
+ Certificate of vehicle registration
+ Certificate of revocation of registration, license plate (if any);
+ Documents of the vehicle owner.
When the database of the vehicle registration agency connects to the database of the ministries and branches, the above documents will be replaced with electronic data as the basis for granting registration and license plates.
* Number of dossiers: 01 (one) set.
* Processing time:
When registering a name change, the old license plate should be kept (except for the 3-digit license plate or other plate system, the license plate must be returned to change to the 5-digit plate according to regulations); If the vehicle registration certificate is issued, the time limit for completing the procedure shall not exceed 2 working days from the date of receipt of a complete and valid application.
* Name of application form, declaration form:
+ Vehicle registration certificate (form No. 01 enclosed with Circular 58/2020/TT-BCA of the Minister of Public Security stipulating the process of granting and revoking registration and license plates of road motor vehicles.
+ For vehicle owners who declare on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security: Vehicle registration certificate (form No. 01A/58 enclosed with Circular 15/2022/TT-BCA of the Minister of Public Security).

Key procedures for registration for motorbike ownership transfer at the commune-level police station for vehicle registration in 2022?
Pursuant to subsection 2, Section A, Part II of Decision 3191/QD-BCA of Vietnam in 2022 as follows:
* The order of execution:
Step 1: The vehicle owner logs in to the public service portal and declares information on the electronic vehicle registration form (form No. 01A/58) and receives the order number and an appointment to process the application via email or via text message to carry out vehicle registration procedures at the vehicle registration agency of the commune-level police station.
In case of going directly to the vehicle registration agency, declare the vehicle registration certificate (form No. 01).
Step 2: Submit the application for registration and license plate issuance at the receiving and result-returning department at the commune-level police station assigned to register motorcycles and motorbikes. The vehicle registration officer checks and compares the vehicle owner's papers, the vehicle registration certificate with the vehicle's documents. Arrange the documents in order: Vehicle registration certificate, registration fee documents, ownership transfer papers and vehicle related documents (if any), numbering, statistics, extract the document on the cover of the profile.
If the vehicle registration dossier does not meet the prescribed procedures, specific and complete instructions will be given to the vehicle owner to complete the dossier as prescribed.
In case the car owner declares to register the vehicle online on the online public service portal. The electronic data of the online vehicle registration certificate will be transmitted by the online public service portal to the vehicle registration system of the Traffic Police Department, the system will automatically notify the vehicle owner. The vehicle owner brings the vehicle and vehicle records to the vehicle registration agency of the commune-level police station to register the vehicle in accordance with regulations. The information in the online vehicle registration declaration is declared by the vehicle owner, including electronic data on registration fees and ownership transfer documents (if any).
Step 3:
- Directly compare the contents of the vehicle registration certificate with the actual vehicle, including: Brand, vehicle type, engine number, chassis number, paint color, number of seats and other technical parameters; check the whole, detailed shape, size, total frame, total engine of the car.
- Rub the frame number affixed on the vehicle registration certificate, compare the actual engine number with the engine number rubric stamped on the vehicle registration certificate, and sign the inspection confirmation on the engine number and chassis number rubric (a part of signature on the rub, the rest on the vehicle registration certificate); clearly state the date, month, year and full name of the vehicle inspection officer.
Step 4: Enter vehicle owner information, vehicle information into the vehicle registration and management system; Update status: temporarily imported vehicles for re-export, duty-free vehicles, vehicles whose chassis number and engine number (if any) has been re-closed by the registration agency, car mortgaged by the bank.
Step 5: Guide car owners to check information: Vehicle and vehicle owners, issue random license plates on the vehicle registration and management system according to regulations; Record the license plate number on the vehicle registration certificate.
Step 6: Issue an appointment letter to the car owner; In case the vehicle owner requests to transfer the vehicle registration certificate by post, he/she shall guide the vehicle owner to carry out the registration procedures for using the vehicle registration certificate delivery service.
Step 7: Collect the vehicle registration fee or check the online fee payment information as prescribed and the vehicle registration officer signs the vehicle registration certificate (form 01) and submits it to the leader of the commune-level police station for signing on the vehicle registration certificate (form No. 01).
Step 8: Return the vehicle registration certificate to the vehicle owner.
* How to perform:
+ Directly at the head office of the commune-level police station to be assigned vehicle registration. Time: From Monday to Saturday (according to regulations of the Prime Minister).
+ Submit the vehicle registration certificate on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.
How much is the registration fee for motorbike ownership transfer in 2022?
Pursuant to subsection 2, Section A, Part II of Decision 3191/QD-BCA of Vietnam in 2022 as follows:
Fees for registration of motorbike ownership transfer are collected according to Circular 229/2016/TT-BTC of the Ministry of Finance on the rate, collection, payment and management of charges for registration and license plate of road motor vehicles.
Pursuant to Clause 4, Article 4 of Circular 229/2016/TT-BTC on the granting, renewal and re-issuance of registration paper or license plate (referred to as the granting and renewal of registration paper and license plate) are composed of:
- The granting of registration paper and license plate upon the registration of transfer of a vehicle in the same province or central-affiliated cities or from a different province;
- The renewal of registration paper or license plate upon the repainting of or change to paint color; damage, tearing, discoloring of the registration paper or license plate; or changing of the owner’s information;
- The reissuance of registration paper or license plate upon the loss of the registration paper or license plate.
