Utilization of confidence vote results
1. The results of the confidence vote are used to evaluate officials, serve as a basis for planning, transferring, appointing, nominating candidates, dismissing officials, and implementing policies regarding officials.*
2. In cases where more than 50% but less than two-thirds of the votes are of low confidence, the competent authority managing the officials removes them from the planning for higher positions; considers relieving them from their current positions, reassigning them to other tasks, letting them resign or proceeding with a confidence vote as regulated.
3. In cases where two-thirds or more of the votes are of low confidence, the competent authority managing the officials will relieve them of their current positions and reassign them to other (lower) tasks without waiting for the end of the term or the appointment period.
4. For those who are subject to a confidence vote in two places, the evaluation of confidence will be decided by the competent authority based on a comprehensive review of the confidence vote results from each place.

Who are the subjects of the confidence vote according to Regulation 96?
Based on Article 3 of Regulation 96/QD-TW of 2023, the following provisions apply:
Scope, subjects of the confidence vote, and components casting the confidence vote
1. Scope and subjects
- Officials holding leadership and management positions in organizations, agencies, units within the political system from the Central level to units with subordinate entities.
- Officials who have announced their retirement or those appointed or elected in the year of the confidence vote are not subject to the confidence vote.
2. The components casting the confidence vote are specified for each leadership, management position within the political system (Appendix 1).
The conference for the confidence vote can only proceed when at least two-thirds of the convocated members are present.
Thus, according to the above regulations, the subjects of the confidence vote within the political system include:
- Officials holding leadership and management positions in organizations, agencies, units within the political system from the Central level to units with subordinate entities.
- Officials who have announced their retirement or those appointed or elected in the year of the confidence vote are not subject to the confidence vote.
When is the time for the confidence vote?
Based on Article 4 of Regulation 96-QD/TW of 2023, the time for the confidence vote is as follows:
The confidence vote is conducted periodically in the third year (middle year of the term of the party congresses at all levels). Specifically:
- Confidence votes for positions elected or approved by the National Assembly or people's councils at all levels are conducted as regulated by the National Assembly.
- Confidence votes for positions elected by the Central Executive Committee of the Communist Party are conducted according to the working schedule of the Central Executive Committee of the Communist Party.
- Confidence votes for positions of local party leadership are conducted after the confidence vote for positions elected by people's councils at all levels.
- Confidence votes for other leadership and management positions are conducted after the six-month review of the third year within the term of the party congresses at all levels.
