How many years are the entrance quality accreditation results of civil servants in Vietnam valid?
Pursuant to the provisions of Clause 1 Article 10 of Decree 06/2023/ND-CP as follows:
Use of accreditation results
1. The entrance quality accreditation results of civil servants are valid for use within 24 months from the date of issuance of the approval decision of the Ministry of Home Affairs. During the validity of the accreditation results, the person who achieves the accreditation results may register for taking the civil servant recruitment examination at the agencies and organizations specified in Clause 1, Article 1 of this Decree nationwide.
Thus, according to the above regulations, the entrance quality accreditation results of civil servants are valid for use within 24 months from the date of issuance of the approval decision of the Ministry of Home Affairs.
Accordingly, the entrance quality accreditation results of civil servants shall be used for the following purposes:
- For civil servant recruitment examination takers, the entrance quality accreditation results of civil servants shall be used to register for taking the civil servant recruitment examination at the specified agencies and organizations nationwide.
In addition, for candidates taking the recruitment examination for job positions requiring a university degree or higher, the entrance quality accreditation results of those who take the entrance examination for job positions with lower qualification requirements may be used to replace a university degree or higher when registering for taking civil servant recruitment examination in accordance with the recruitment requirements.
- For heads of agencies and organizations competent to recruit civil servants, the entrance quality accreditation results of civil servants are the basis for setting up conditions for registration for taking the civil servant recruitment examination and organizing round 2 of the civil servant recruitment examination.
What are the entrance quality accreditation contents for civil servants in Vietnam?
In Article 5 of Decree 06/2023/ND-CP, the entrance quality accreditation contents for civil servants in Vietnam are:
Form, content, and time of accreditation
1. Form of accreditation: Computerized multiple-choice test.
2. Accreditation contents: Assessment of thinking capacity and ability to apply knowledge into practice; general and basic understanding of the candidate's political system, organization of the Party apparatus, Vietnam Fatherland Front, socio-political organizations, state agencies; State management; rights and obligations of civil servants, public service ethics; knowledge of society, culture, history.
3. Time and number of questions:
a) Entrance quality accreditation of candidates taking examinations for job positions requiring university degrees or higher: 120 minutes with 100 questions.
b) Accreditation of entrance quality for candidates taking entrance exams for job positions requiring intermediate and college qualifications: 100 minutes with 80 questions.
Thus, the entrance quality accreditation contents for civil servants in Vietnam include:
- Assessment of thinking capacity, ability to apply knowledge into practice;
- General and basic understanding of the candidate's political system, organization of the Party apparatus, Vietnam Fatherland Front, socio-political organizations, state agencies; state administration;
- State management;
- Rights and obligations of civil servants, public service ethics;
- Knowledge of society, culture, and history.
Is it required to publish the entrance quality accreditation results of civil servants in Vietnam?
Based on the contents specified in Article 9 of Decree 06/2023/ND-CP on the procedures for the entrance quality accreditation for civil servants in Vietnam as follows:
Accreditation procedures
1. The accreditation council shall announce the list and summon candidates who are eligible and qualified to participate in the civil servant recruitment examination on the portal of the Ministry of Home Affairs and the website on entrance quality accreditation for civil servants. At least 15 days from the date of notification of summoning candidates, the accreditation council shall conduct the accreditation.
2. The organization of accreditation shall be carried out on computers. The exam results are notified to candidates immediately after the end of the exam period and no review of the exam results will be made.
3. Within 05 working days from the date of completing the accreditation, the accreditation council shall report to the head of the agency competent to accredit the entrance quality of civil servants for approval of the accreditation results; the accreditation results are publicly posted on the website of the Ministry of Home Affairs and the website on entrance quality accreditation for civil servants.
Thus, according to Clause 3, Article 9 of Decree 06/2023/ND-CP, the accreditation results are publicly posted on the website of the Ministry of Home Affairs and the website on entrance quality accreditation for civil servants within 05 working days from the date of completing the accreditation.
