Based on the provisions of Article 40 of the 2015 Military Service Law as follows:

Health Examination for Citizens Called for Conscription and Duty in the People's Police

1. The Chairman of the District People's Committee decides to establish the Health Examination Council at the proposal of the district-level health department.

2. The Commander of the District Military Command issues orders for a health examination for citizens eligible for conscription; the Head of the District Police issues orders for a health examination for citizens eligible for duty in the People's Police. The health examination order must be delivered to the citizens 15 days prior to the examination date.

3. The District Health Examination Council organizes health examinations for citizens eligible for conscription and duty in the People's Police; if necessary, they decide to conduct additional paraclinical tests, including tests for drug and HIV detection; ensure accuracy and take responsibility for the military service health examination results.

4. The health examination period is from November 1 to December 31 every year. The second health examination period for citizens called for conscription and duty in the People's Police according to Article 33 of this Law is determined by the Prime Minister.

5. The health classification results must be publicly posted at the headquarters of the Commune People's Committee, agencies, organizations within 20 days.

Based on the provisions of Articles 5 and 6 of Joint Circular 16/2016/TTLT-BYT-BQP, the military service examination is conducted in two rounds: Preliminary and Detailed Examination.

The 2024 military service health examination is conducted in two rounds with the following examination contents:

Round 1: Preliminary Military Service Health Screening:

- The preliminary health screening is conducted by the Commune Health Station under the professional and technical direction of the District Health Center.

- Based on the local Military Service Council's plan for selecting and calling citizens for conscription, compile a list of citizens eligible for the health examination for conscription in the managed area;

- Organize preliminary health screenings with the following contents:

+ Identify cases unfit for military service due to physical inadequacies, deformities, and diseases exempted from military service registration;

+ Collect personal and family medical history.

- Complete and verify the personal medical history and information of citizens called for the military service health examination as stipulated in Section I of Form 2, Appendix 4 issued with Joint Circular 16/2016/TTLT-BYT-BQP;

- Compile a list of citizens with diseases exempted from military service registration according to Table 3 of Appendix 1 issued with Joint Circular 16/2016/TTLT-BQP, and report to the Commune Military Service Council;

- Summarize, statistically, and report the results of the preliminary health screenings according to Forms 2 and 5b, Appendix 5 issued with Joint Circular 16/2016/TTLT-BQP.

Round 2: Military Service Health Examination:

- The District Military Service Health Examination Council consists of doctors, medical staff from the District Health Center, specialists from the Health Department, military medical personnel from the District Military Command, and related units.

- List citizens who have been preliminarily screened for conscription in the managed area;

- Notify the time and place for the health examination;

- Conduct the health examination with the following contents:

+ Physical examination: During the physical exam, the examinee must remove hats, caps, shoes, and sandals (barefoot, bareheaded): Male examinees must undress, only wearing shorts. Female examinees wear long pants and a thin shirt.

++ Height measurement: The person being measured stands upright, heels together, arms hanging naturally, eyes looking straight ahead, creating a horizontal line parallel to the ground.

++ Chest circumference measurement (for males): The measurement tape goes across the chest, perpendicular to the body axis, passing through the nipples in the front and the lower scapular angles at the back.

+ Eye examination: The examinee covers one eye with a card (not with a hand) and reads with both eyes open (one eye open behind the card). The distance between the chart and the examinee should be 5 meters.

+ Dental examination: Check for decay, missing teeth, and other oral conditions. This includes examining for false teeth and other oral diseases, such as pulpitis and necrotic pulp.

+ ENT examination: Measure hearing ability (whisper and normal voice), check for vertigo, and chronic sore throat symptoms.

+ Psychiatric and neurological examination: Check for hand and foot sweating (mild, moderate, severe), muscle diseases, and muscle dystonia.

+ Internal medicine examination: Check for diseases related to blood pressure, cardiovascular diseases, as well as bowel, rectal, liver diseases, respiratory diseases, etc.

+ Dermatology examination: Check for skin diseases like fungal infections, water blisters, and sexually transmitted diseases like syphilis I, II, III, etc.

+ General surgery examination: Each individual will be examined in a well-lit area, standing with the back exposed for hemorrhoid check. Other external diseases will also be examined, such as varicoceles, flat feet.

+ Gynecology examination: Must meet the following requirements:

The examination room must be private and serious.Preferably conducted by a female medical professional. For unmarried females, only abdominal palpation, without the use of a speculum or vaginal examination, except in necessary cases. For those with a broken hymen, if gynecological diseases are suspected, confirm diagnosis with vaginal examination tools.If there is no gynecologist, a general surgeon can be assigned, but female staff must be present. Medical assistants should not be used for examination and classification.

Gynecological examination results are recorded in the general surgery and dermatology sections.

What Documents Are Required for the Military Service Examination?

According to the provisions of Article 10 of Joint Circular 16/2016/TTLT-BYT-BQP, citizens undergoing the military service examination must present the following documents:
