It also approved the dismissal from the National Defense and Security Council member position and relieved Mr. Vuong Dinh Hue of his duties as a National Assembly delegate of the 15th Legislature, representing the Hai Phong city delegation.

It considered the removal of Mr. Duong Van Thai from his position as a National Assembly delegate of the 15th Legislature, representing the Bac Giang province delegation.

Result: After listening to the presentations and the statement by Mr. Vuong Dinh Hue, the National Assembly discussed, held a secret ballot, and passed a resolution on dismissing Mr. Vuong Dinh Hue from the position of Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 tenure. What are the agenda and working forms at the National Assembly's extraordinary session?

According to Article 90 of the Law on Organization of the National Assembly 2014, an extraordinary session of the National Assembly is a session of the National Assembly.

Therefore, the agenda and working forms at an extraordinary session of the National Assembly are also implemented according to the regulations on the agenda and working forms at a regular session of the National Assembly. Specifically:

(1) Regulation on the session agenda

According to Article 91 of the Law on Organization of the National Assembly 2014 which regulates the agenda of a National Assembly session as follows:

- Based on the resolution of the National Assembly, proposals from the President, the Prime Minister, the Central Committee of the Vietnamese Fatherland Front, the Chief Justice of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, the State Auditor General, the Ethnic Council, the committees of the National Assembly, and National Assembly delegates, the Standing Committee of the National Assembly drafts an agenda for the National Assembly session.

The Standing Committee of the previous National Assembly drafts the agenda for the first session of a new National Assembly.

- The proposed agenda for the National Assembly session must be publicized on mass media at least 15 days before the opening day of a regular session and at least 4 days before the opening day of an extraordinary session.

- The National Assembly decides on the session agenda. If necessary, based on the proposals of the President, the Prime Minister, the Central Committee of the Vietnamese Fatherland Front, the Chief Justice of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, the State Auditor General, the Ethnic Council, the committees of the National Assembly, National Assembly delegates, the Standing Committee of the National Assembly presents the session agenda to the National Assembly for decision on amendments and additions.

(2) Regulation on the working forms at a session of the National Assembly

According to Article 94 of the Law on Organization of the National Assembly 2014 which regulates the working forms at a session of the National Assembly as follows:

- Plenary sessions of the National Assembly.

- Sessions organized by the Standing Committee of the National Assembly to discuss and consider contents of the session agenda.

- Sessions organized by the Ethnic Council and the committees of the National Assembly to discuss and consider the contents in the session agenda within their purview.

- Sessions of delegations and groups of National Assembly delegates to discuss the contents of the session agenda.

- If necessary, the Chairman of the National Assembly invites the Head of the National Assembly delegation, the Chairman of the Ethnic Council, the heads of the committees of the National Assembly, and other concerned delegates of the National Assembly to exchange views on issues submitted to the National Assembly for consideration and decision.

- The statements by National Assembly delegates at plenary sessions, at sessions of delegations and groups of National Assembly delegates, as well as their written comments, are of equal value and are collected and aggregated fully to report to the National Assembly.

When does the 15th National Assembly hold an extraordinary session?

According to Clause 2, Article 90 of the Law on Organization of the National Assembly 2014, which regulates National Assembly sessions as follows:

National Assembly Sessions

1. The National Assembly meets publicly.

In necessary cases, at the request of the President, the Standing Committee of the National Assembly, the Prime Minister, or at least one-third of the total number of National Assembly delegates, the National Assembly decides to hold a closed session.

2. The National Assembly meets regularly twice a year.

In case the President, the Standing Committee of the National Assembly, the Prime Minister, or at least one-third of the total number of National Assembly delegates request an extraordinary session, the National Assembly meets extraordinarily.

3. The National Assembly discusses and decides on issues within its duties and powers at its sessions according to the procedure stipulated in the Internal Regulations of the National Assembly’s sessions and other relevant laws.
