According to Directive 12/CT-TTg 2022 on the socio-economic situation in Vietnam as follows:
In 2022, Vietnam's economy is recovering, mainly thanks to the timely implementation of the regulation "safely, flexibly, effectively adapting and controlling the COVID-19 epidemic".
+ Policies to support and restore socio-economic development, stabilize the macro-economy and major balances;
+ Domestic production sector and major partner markets of Vietnam recovered growth;
+ Enterprises accelerate restructuring, change business models, diversify supply chains to adapt to new situations.
+ International organizations assess that Vietnam is rising strongly after the COVID-19 epidemic.
- 2023 is the mid-term year, has an important meaning in accelerating the implementation and striving to complete the goals of the five-year plans 2021-2025, contributing to the implementation of the objectives of the Business Development Strategy of socio-economic 10 years 2021-2030.
+ In addition to favorable conditions, the economy of Vietnam is forecasted to continue to face many difficulties and challenges due to the influence of complicated developments in the world and regional political situation, especially the influence of the global economic crisis: Russian and Ukrainian military conflicts;
+ The slow, potentially risky and uncertain recovery of the world economy such as supply shortages, supply chain disruptions, anti-free trade in some places, inflation continues to soar and become a big problem in many countries; the COVID-19 epidemic is still ongoing and contains many risks;
+ The productivity, quality, efficiency and competitiveness of the economy are still weak.

How to build a socio-economic development plan in Vietnam in 2022?
According to subsection 2, Section I, Part A of Directive 12/CT-TTg 2022 on socio-economic development in 2022 in Vietnam as follows:
- Sticking to the goals, targets and development orientations according to the resolutions and conclusions of the CPV Central Committee, the resolutions of the National Assembly, the Government, the decisions and directives of the Prime Minister, resolutions of the Executive Committee of the Party Committee and People's Councils at all levels (for localities) on socio-economic development in 2022.
- Ensuring objectivity, honesty, closeness to reality, comparison with the implementation results of 2021; clearly stating the achieved results (especially highlight the outstanding achievements of 2022), difficulties and limitations;
+ Clearly analyzing the subjective and objective causes of the achieved results, limitations and weaknesses;
+ Specifying the responsibilities of agencies, organizations and individuals for limitations and weaknesses and setting out lessons learned.
How to build a socio-economic development plan in Vietnam in 2023?
According to subsection 2, Section I, Part A of Directive 12/CT-TTg 2022 on socio-economic development in 2023 in Vietnam as follows:
- The socio-economic development plan for 2023 must be developed on the basis of a full and accurate assessment of the situation and results of the implementation of the 2022 socio-economic development plan;
+ Forecasting the situation in the country, in the region, in the world that has great influence on the country's socio-economic development.
- The development objectives of the 2023 plan must adhere to the guidelines of the Communist Party of Vietnam, resolutions of the National Assembly and the Government, and the direction of the Prime Minister; demonstrated drastic efforts to achieve the goals of the 5-year socio-economic development plan 2021-2025, the 10-year socio-economic development strategy 2021-2030, successfully implemented the Recovery Program and socio-economic development.
- Plans of sectors, fields and local levels must be consistent with relevant plannings in accordance with the law on planning, striving to achieve objectives according to economic development strategies and plans - socio-economic development of the whole country, 5-year plan on socio-economic development of the locality (for localities);
+ Be suitable to the characteristics and development level of each industry and each locality; closely follow the forecasts, assess the situation and context in the country and internationally in the coming period;
+ Ensuring inheritance of the achieved results, innovate and absorb, approach the general development trend of the region and the world as well as overcome the shortcomings and limitations in the implementation of development tasks Socioeconomic.
+ The objectives and orientations must be aimed at successfully implementing the objectives of the 5-year plan, ensuring feasibility, matching with the implementation capabilities of sectors, levels and localities, associated with balance, mobilize and effectively use resources;
+ Linking between the socio-economic development plan and the public investment plan.
- The proposal of targets by industry and field in charge:
(i) must belong to the national statistical indicator system; in case the proposed indicator does not belong to the statistical indicator system
The national government must ensure the accuracy, synchronization and consistency of information and statistics on a national scale, serving well the monitoring, evaluation and planning work;
(ii) ensure the ability to collect information, continuously monitor, periodically evaluate; does not propose specialized and complex criteria, mainly for research purposes;
(iii) ensure feasibility, understandable, comparability with historical data;
(iv) ensure close coherence and directly reflect the implementation of key tasks and solutions;
(v) consistent with practice.
- Tasks and solutions must be specific in terms of content, time, implementation and completion schedule (maximum quantification of results expected to be completed and achieved in 2023 such as the number of kilometers of highways, coastal roads, inter-regional roads,...;
+ Number of irrigation works, water reservoirs and salinity prevention; legal documents are reviewed, formulated and completed; administrative procedures are shortened; payroll is believed to be simple; the apparatus is rearranged; inspect, examine and handle corruption, wastefulness and negativity;...);
+ Lead agency, coordinating agency; responsibility personalization.
As such, international organizations have assessed that Vietnam is rising strongly after the COVID-19 epidemic in formulating a socio-economic development plan in 2023.
