Pursuant to Article 16 of the Regulations issued with Decision 222/QD-VKSTC of 2023, the content is regulated as follows:
Authority and Responsibilities in Supervision
1. The Prosecution offices at all levels supervise the resolution of complaints and denunciations in judicial activities carried out by competent authorities at the same and lower levels as prescribed by law.
2. The unit for supervising and resolving complaints and denunciations in judicial activities is responsible for presiding, cooperating with other professional units to assist the Chief Prosecutor of the Prosecution office at their level in supervising the resolution of complaints and denunciations in criminal, civil, administrative procedures, bankruptcy procedures; supervise the resolution of complaints against actions of authorized persons of the People's Court in applying administrative handling measures, considering decisions to send drug addicts aged from 12 to under 18 to compulsory detoxification establishments.
3. The unit supervising temporary detention and criminal judgment execution is responsible for presiding, cooperating with the unit supervising and resolving complaints and denunciations in judicial activities to assist the Chief Prosecutor of the Prosecution office at their level in supervising the resolution of complaints and denunciations in the execution of criminal judgments.
4. The unit supervising civil judgment execution is responsible for presiding, cooperating with the unit supervising and resolving complaints and denunciations in judicial activities to assist the Chief Prosecutor of the Prosecution office at their level in supervising the resolution of complaints and denunciations in the execution of civil judgments and administrative judgments.
Thus, the authority and responsibilities in supervising judicial activities are carried out according to the above regulations.

5. Responsibilities for presiding and cooperating in supervision
a) Responsibilities of the presiding unit in supervision:
When supervising, the presiding unit in supervision requests the same level professional units and lower-level Prosecution offices to cooperate:
- Provide relevant files and documents for supervision;
- Discuss directly or in writing to determine signs of violations or conclude violations by the supervised agencies;
- Select and apply corresponding supervision measures and issue documents in supervision activities;
- Assign prosecutors to participate directly in the supervision of handling complaints and denunciations in judicial activities.
b) Responsibilities of the cooperating units in supervision:
- Fully and promptly implement as requested by the presiding unit in supervision.
- In case of detecting violations by competent authorities in resolving complaints and denunciations in judicial activities through their professional work, they must proactively notify and promptly cooperate with the presiding unit in supervision to perform supervisory tasks as prescribed.
When supervising, the presiding unit in supervision requests the same level professional units and lower-level Prosecution offices to cooperate:
- Provide relevant files and documents for supervision;
- Discuss directly or in writing to determine signs of violations or conclude violations by the supervised agencies;
- Select and apply corresponding supervision measures and issue documents in supervision activities;
- Assign prosecutors to participate directly in the supervision of handling complaints and denunciations in judicial activities.
Additionally, the cooperating unit in supervision has the following responsibilities:

- In case of detecting violations by competent authorities in resolving complaints and denunciations in judicial activities through their professional work, they must proactively notify and promptly cooperate with the presiding unit in supervision to perform supervisory tasks as prescribed.
What measures are applied when supervising the resolution of complaints and denunciations in judicial activities?
Pursuant to Clause 1, Article 17 of the Regulations issued with Decision 222/QD-VKSTC of 2023, the measures applied when supervising the resolution of complaints and denunciations in judicial activities include:
- Requesting the competent authority to issue documents resolving complaints and denunciations.
- Requesting the competent authority to check the resolution of complaints and denunciations at their level and lower levels and notify results to the Prosecution.
- Requesting the competent authority to provide relevant files and documents.
- Directly supervising the resolution of complaints and denunciations by competent authorities.
