Pursuant to Resolution 104/2023/QH15 on the state budget estimate for 2024, it is stipulated that from July 1, 2024, comprehensive salary policy reforms will be implemented in accordance with Resolution 27-NQ/TW of 2018.

The 2024 payrolls for public employees, following the salary reform according to Resolution 27-NQ/TW of 2018, include:

Payroll 1:

Applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from central to local levels.

Payroll 2:

Applicable to officials and public employees of professional and technical positions, based on officials' ranks and public employees' professional titles, who do not hold leadership positions.

Payroll 3:

Applicable to military officers, police officers, and non-commissioned police officers (based on military ranks or police ranks).

Payroll 4:

Applicable to professional servicemen and technical police officers.

Payroll 5:

Applicable to defense workers and police officers (ensuring the salary ratio between the armed forces and administrative officials as it is currently).

Pursuant to Resolution 104/2023/QH15 on the state budget estimate for 2024, effective from July 1, 2024, comprehensive salary policy reforms will be implemented in accordance with Resolution 27-NQ/TW of 2018 of the 7th Plenum of the Central Committee of the 12th term. These reforms will involve adjusting pensions, social security benefits, monthly allowances, preferential benefits for individuals with contributions, and some social welfare policies that are linked to the statutory pay rate.

Speaking at a New Year meeting on the first working day of the Ministry of Labor, Invalids and Social Affairs after the Tet holiday, held on February 15, the Minister of Labor, Invalids and Social Affairs stated that in 2024, comprehensive salary policy reforms based on Resolution 27-NQ/TW of 2018 will be implemented. Salary reform must be accompanied by adjustments to pension policies in a way that ensures retirees do not face more difficulties or disadvantages as a result of the reform.

When implementing salary reform, if the general wage level for workers across the country increases by 23.5%, then pension benefits should increase by at least 15%.

However, pension benefits will not be increased for 36 units in certain sectors that no longer enjoy special salary policies. If parallel payrolls are implemented, some agencies may see a 50% reduction in salaries.

The armed forces are not mentioned in the expected 15% increase in pension benefits for officials and public employees. However, currently, pension benefits are calculated based on the number of years of social insurance contributions and the average monthly salary used for social insurance contributions. Therefore, if the average monthly salary used for social insurance contributions increases, the pension benefits for the armed forces will also increase.

Therefore, if the armed forces receive a salary increase when salary reform is implemented from July 1, 2024, the increase in the average monthly salary used for social insurance contributions will lead to an increase in pension benefits for the armed forces.

Based on the above information, it is expected that the 7 military and police units mentioned above may receive an increase in pension benefits in accordance with the salary reform policy, starting from July 1, 2024.
