On March 28, 2024, the Ministry of Culture, Sports and Tourism issued Decision 775/QD-BVHTTDL announcing the revised administrative procedures in the field of sports within the management scope of the Ministry of Culture, Sports and Tourism.
Pursuant to Section 22 of Part II of Decision 775/QD-BVHTTDL, the requirements and conditions for organizations requesting Certificates of eligibility for conducting sports business activities in the field of jet ski riding are as follows:
(1) Infrastructure
- The jet ski operating area must meet the following requirements:
+ It must be defined by a system of buoy markers and positioning flags.
+ The buoy markers and positioning flags must have contrasting colors with the water and the environment for easy observation. The maximum distance between buoy markers and positioning flags is 50m. The buoy markers must be spherical with a minimum diameter of 30cm, made of environmentally friendly materials. The positioning flags must be rectangular with dimensions of 25cm x 30cm.
+ The operating area must have a minimum depth of 2m, without submerged rocks, coral reefs, offshore structures, bathing areas, or other obstacles.
+ The distance from the coastline to the outer limit of the operating area is a maximum of 650m, and to the inner limit is a minimum of 60m.
+ The distance between the entrance and exit of each jet ski docking area must be at least 250m. The entrance and exit of the jet ski docking area must have a minimum width of 6m.
- There must be sanitary facilities, changing areas, and storage spaces for personal belongings of participants. First aid kits and appropriate initial rescue and emergency equipment must be available for training, performances, and jet ski competitions.
- There must be a set of regulations displayed in easily visible positions within the starting area and the entrance and exit of the jet ski docking area. The regulations must include the following key contents: training hours, prohibited participants, training, competition and performance attire, safety measures during training, performance, and competition, and restrictions on operating vehicles outside the defined operating area marked by buoy markers, positioning flags, and other regulations.
(2) Equipment
- The jet ski engine must have a power rating in horsepower appropriate for the technical design of the vehicle.
- The jet ski must meet quality, technical safety, and environmental protection standards as required by law.
- Communication and rescue equipment must include:
+ A communication system ensuring contact requirements between the management and rescue team and the jet ski operating areas.
+ Observation stations ensuring full visibility of the jet ski operating areas.
+ Rescue boats equipped with at least 5 lifebuoys.
+ Each person must have at least 1 life jacket.
(3) Rescue boat must be available
(4) Training instructor density: Each sports training instructor must not train more than 1 person at a time.
(5) Special conditions for businesses engaged in extreme sports activities:
- Business households and other organizations wishing to engage in extreme sports activities must register as businesses.
- Businesses engaged in extreme sports activities listed in the List of Extreme Sports Activities regulated by the Minister of Culture, Sports and Tourism must meet the conditions.
(6) Professional staff, including:
- Sports training instructors must meet one of the following conditions:
+ Being a coach or athlete with a level 2 or higher certification or equivalent suitable for the registered sports business activity.
+ Having a diploma in sports from at least a secondary level or higher suitable for the registered sports business activity.
+ Receiving professional sports training as regulated by the Minister of Culture, Sports and Tourism.
- Rescue personnel.
- On-site medical personnel or a written agreement with the nearest medical facility regarding medical personnel for first aid and emergency treatment of participants in extreme sports activities when necessary.
Therefore, organizations requesting Certificates of eligibility for conducting sports business activities in the field of jet ski riding must follow the above administrative procedures in order to be considered for the issuance of Certificates of eligibility for conducting sports business activities.

Pursuant to Section 19 of Part II of Decision 775/QD-BVHTTDL, the procedures for issuing Certificates of eligibility for doing the sports business in the field of jet ski riding are as follows:
- The enterprise submits the application via mail, electronic means, or directly to the specialized sports agency under the People's Committee at the provincial level where the sports business activities are registered or where the enterprise's main headquarters is located in the case of multiple sports business locations.
- The specialized sports agency under the People's Committee at the provincial level (referred to as the Certificate issuing agency) issues an acknowledgment receipt to the enterprise.
- In case the application needs to be amended or supplemented, the Certificate issuing agency notifies the enterprise directly or in writing about the required changes or additions within a period of 03 working days from the date of receiving the application.
Therefore, organizations applying for Certificates of eligibility for doing the sports business in the field of jet ski riding need to follow the above administrative procedures to be considered for the issuance of Certificates of eligibility for doing the sports business.
