Pursuant to Article 3 of the Draft Decision on the reduction of land rent and water surface rent in 2023, the guidelines are as follows:
Land rent and water surface rent reduction
1. A 30% reduction of the payable land rent and water surface rent of 2023 for land and water surface renters specified in Article 2 of this Decision; do not reduce the amount of land rent, water surface rent owed in the years before 2023 and late payment interest (if any).
2. The reduction in land rent and water surface rent specified in Clause 1 of this Article is calculated on the payable land rent and water surface rent in 2023 in accordance with law. In case the land or water surface lessee is entitled to a reduction in land rent or water surface rent according to regulations and/or deduction of compensation and ground clearance in accordance with the law on land rent and water surface rent, 30% reduction of land rent, water surface rent is calculated on the payable land rent or water surface rent (if any) after the reduction and/or deduction as prescribed by law.
Thus, it is possible to reduce 30% of land rent and water surface rent payable in 2023 for land and water surface renters who are subject to the reduction.
However, no reduction will be made on the outstanding land rent and water surface rent of the years before 2023 and late payment interest (if any).

Subjects of application
1. Organizations, units, enterprises, households and individuals that are directly leased land or water surface by the State under a Decision or Contract or Certificate of land use right and house ownership rights. and other land-attached assets of competent state agencies in the form of annual land rent and water surface rent payments (hereinafter referred to as land and water surface renters).
This regulation applies to both land and water surface renters who are not eligible for land rent exemption or reduction and land and water surface renters receiving a reduction in land rent or water surface rent according to regulations. of the law on land (Law on Land and documents detailing the Law on Land) and other relevant laws.
2. Agencies competent to settle dossiers of land rent and water surface rent reduction; other relevant agencies, organizations and individuals.
Thus, in 2023, the following subjects may receive a reduction in land rent and water surface rent by the State:

- Land renters or water surface renters are not eligible for land rent exemption or reduction and in case land and water surface renters are receiving a reduction in land rent or water surface rent according to the provisions of the law on land (Law on land rent).
