According to the spirit of Resolution 27-NQ/TW in 2018, the current allowance regime will be reorganized, ensuring that the total allowance fund accounts for a maximum of 30% of the total salary for officials, public employees, and armed forces (in the public sector)
- Continued application of multi-positions allowances, extra-seniority allowances, regional allowances, responsibility allowances, mobility allowances, security and defense service allowances, and special allowances for armed forces (military, police, and ciphers).
- Merger of profession-based preferential allowances, profession-based responsibility allowances, and hazardous and dangerous allowances (referred to as profession-based allowances) for officials and public employees in occupations and jobs with higher labor conditions than normal and have appropriate preferential policies from the State (education and training, healthcare, judiciary, prosecution, civil enforcement, inspection, audit, customs, forestry management, market management, etc.).
Merger of special allowances, attraction allowances, and long-term duty allowances in economically and socially difficult areas into duty allowances in extremely difficult areas.
- Anulment of profession-based seniority allowances (except for the military, police, and defense agencies to ensure salary proportionality with officials), leadership position allowances (as salary positions for leadership titles are determined within the political system), party and socio-political organization duty allowances, and official duty allowances (as they have been included in the basic salary). Also, the hazardous and dangerous allowances are included in the profession-based allowances as they account for hazardous and dangerous labor conditions.
- New regulations on allowance regimes according to the classification of administrative units for commune, district, and provincial levels.
- Consistent implementation of monthly allowance funds for non-professional activities at the commune level, in villages, and residential areas based on the regular expenditure ratio of the People's Committee at the commune level. At the same time, the maximum number of non-professional activities is regulated for each type of commune-level administrative unit, village, and residential area.

In order to establish a scientific and transparent national salary policy that is appropriate for the country's practical situation, meets the development requirements of the market-oriented socialist economy, and promotes proactive international integration, as well as to build harmonious, stable, and progressive labor relations; stimulate production efficiency, improve labor productivity, and enhance the quality of human resources; and contribute to building a clean, streamlined, effective, and efficient political system; prevent and combat corruption and wastefulness; ensure the livelihoods of salary recipients and their families, and achieve social progress and fairness.
Resolution 27-NQ/TW in 2018 outlined the content of the salary reform, which will establish 5 payrolls based on job positions for officials, public employees, and armed forces.
The 5 official payrolls applicable to officials, public employees, and armed forces are as follows:
Payroll 01: Payroll applicable to officials, public employees holding leadership positions (elected and appointed) in the political system from the central level to the commune level. Payroll 02: Specialized payroll for job titles, and occupational positions applicable to public employees, applicable to officials and public employees without leadership positions. Payroll 03: Payroll applicable to military officers, officers, operational officers, or non-commissioned officers (based on military ranks or positions). Payroll 04: Payroll for professional servicemen, specialists, and technical officers.
