Is it possible for Vietnamese to have their driving license renewed at their place of temporary residence?
What are the cases of renewal of driving license in Vietnam?
Pursuant to the provisions in Clauses 1, 2, 3 and 4, Article 37 of Circular 12/2017/TT-BGTVT as follows:
"Article 37. Renewal of driving license
1. Driving license made of hard copy is encouraged to be renewed into driving license made of PET material before December 31, 2020.
2. Any person whose driving license remains valid shall renew before expiry date; any person whose driving license remains valid but is damaged may apply for renewal.
3. Any driver reaching 55 (male) and 50 (female) years of age and holding E class license shall be considered for renewal of license from D class and under if he/she has demands and is healthy enough.
4. If year of birth, full name, or middle name specified in the driving license shows deviation from the people’s identity card or citizen’s identity card, the license management agency shall carry out procedures on renewal of driving license in accordance with information specified in the people’s identity card/citizen’s identity card."
Accordingly, the driving license may be renewd in the following cases:
- Any person whose driving license remains valid shall renew before expiry date;
- Any person whose driving license remains valid but is damaged may apply for renewal.
- Any driver reaching 55 (male) and 50 (female) years of age and holding E class license shall be considered for renewal of license from D class and under if he/she has demanded and is healthy enough.

What are the documents for the renewal of the driving license in Vietnam?
Pursuant to Article 38 of Circular 12/2017/TT-BGTVT, as amended by Clause 7 Article 2 of Circular 01/2021/TT-BGTVT stipulates:
"Article 38. Procedures for renewing the driving license issued by the Transport sector
1. Dossier for renew of driving license issued by the Department of Transport, including:
a) An application form for renew of driving license, made according to the form specified in Appendix 19 issued with this Circular;
b) The driver's medical examination certificate issued by a competent medical facility as prescribed, except for the following subjects:
Holders of A1, A2, A3 class driving licenses;
Persons who wish to separate the driving license with a term and with an indefinite term;
c) A copy of the driving license, identity card or citizen identification card or valid passport with the number of the people's identity card or citizen identification card (for Vietnamese) or passport remaining expiry date (for foreigners, overseas Vietnamese)."
Thus, the dossier to renew the driving license issued by the Transport sector includes:
- Application for renewal of driving license.
- Health certificate of the driver.
- Copy of driving license, identity card/citizen identity card or valid passport of the driver.
Vietnam: Can the driver renew the driving license according to the new form at the place of temporary residence?
Pursuant to Clause 7, Article 2 of Circular 01/2021/TT-BGTVT stipulates:
“Article 38. Procedures for renewing driving licenses issued by the Transport sector
1. Dossier for renew of driving license issued by the Department of Transport, including:
...
2. Individuals make 01 set of dossiers as prescribed in Clause 1 of this Article, and send them directly or through the online public service system to the Directorate for Roads of Vietnam or the Department of Transport.
3. In case of direct application, the driver must take a photo directly at the driving license agency when coming to carry out the procedures for renewing the driving license and must present the originals of the above-mentioned documents for comparison, except for the papers specified at Points a and b, Clause 1 of this Article.
4. In case of submitting dossiers through the online public service system, individuals shall declare according to the instructions and take responsibility for the accuracy and legitimacy of the declared contents; When receiving a driving license, the old driving license must be returned for record keeping.
5. The payment of driving license shall be made at the application-receiving agency or through the public postal service at the request of an individual; In case the application is submitted through the online public service system, the driving license will be returned to the correct individual to renew the driving license."
Accordingly, individuals make 01 set of application for driving license renewal and send directly or through the online public service system to the Directorate for Roads of Vietnam or the Department of Transport. The law does not require drivers to renew their driving license at the place of permanent registration.
Thus, in case you renew your driving license, you can carry out the renewal procedure at your temporary residence, which is the Department of Transport of Ho Chi Minh City.
