Previously, according to the content of the Draft Report on Policy Impact Assessment in the draft project "pilot granting the right to choose license plates through auction", the conditions for the license plate auctioned and the conditions for individuals and organizations participating in the auction are as follows:
* Conditions for for the license plate auctioned:
- The license plate auctioned is a white background car number plate, black letters and numbers in an unregistered number plate warehouse that the Registry is expected to issue every month, quarter, 6 months or 1 year. Organizations, businesses and individuals wishing to auction can choose any number plate in the auction number warehouse to participate in the auction.
- Do not auction for license plates issued for vehicles purchased from the State budget, vehicles of the Army used for national defense purposes, vehicles of military enterprises doing business, vehicles of foreign business organizations. foreign countries, diplomatic missions, representative offices of international organizations and foreigners working in such agencies and organizations operating in the Vietnamese territory.
*Conditions for participating in the license plate auction:
*Individuals and organizations are only allowed to participate in the auction of license plates when they fully satisfy the following conditions:
- License plate of the locality where the head office (for organizations and businesses) or permanent residence is registered (for individuals) and must comply with the regulations on asset auction.
When there is a change in legal status, the organization, enterprise or individual participating in the auction must submit additional relevant documents to the agency receiving the auction dossiers at least 1 day before the auction.

What are the regulations on the estimated reserve price of 01 license plate auctioned in Vietnam?
According to Point a, Clause 2, Article 8 of the Law on Property Auction 2016 as follows: The reserve price is determined under the relevant regulations applicable to such types of property (the current Law on Road Traffic). According to Clause 3, Article 107 of Decree 151/2017/ND-CP dated December 26, 2017 of the Government as follows: “Ministries and central agencies assigned to state management of digital warehouses are responsible for building and submitting to The Prime Minister to prescribe the form of collection of money for granting the right to choose to use digital warehouses and determine the reserve price for auction…”.

What are the rights and obligations of license plate auction winners in Vietnam?
According to Article 2 of the Draft Resolution on pilot granting the right to choose to use license plates through auctions, the auction winners have the following rights and obligations:
- Signed a contract with the auction organization to establish the right to the winning number plate; attached to the means of transport of individuals or organizations (no transfer of the winning number plate is allowed); kept the winning number plate to register for another vehicle when transferring a vehicle.
- Must go to the vehicle registration agency to complete the registration procedures, attach the winning number plate to the vehicle within 6 months from the date of: being granted the Certificate of use right for the winning number plate or counting from the date of vehicle transfer but retain the auction winning number plate; If the above time limit is exceeded, the right to register the winning number plate will be lost and the winning bid will not be refunded.
How to use the revenue from the license plate auction in Vietnam?
According to Article 5 of the Draft Resolution on pilot granting the right to choose to use license plates through auctions, the proceeds from the license plate auction, after deducting the costs of organizing the auction as prescribed, will be divided into two categories: divide the revenue according to the rate of 70% to be paid to the central budget, 30% to the local budget.
