Is Gia Binh Aerodrome added to the list of potential aerodromes in the new Notice of the Government Office in Vietnam?
On June 6, 2023, the Government Office has just issued Notice 208/TB-VPCP in 2023 on the conclusion of the Standing Government at the meeting on the Master Plan for the development of the nationwide airport and aerodrome system in the period of 2021 - 2030, vision to 2050.
What is an airport? What is the classification of airports?
Airports are defined in Clause 3 Article 3 of Decree 32/2016/ND-CP regulating the management of aviation obstacle heights and airspace management and protection battlefields in Vietnam as follows:
“Aerodrome” means an area for airplanes to take off, land, and move. Airports include:
- Aerodromes in use;
- Future airports in the national aerodrome system planning;
- "Helipad” means an area for helicopters to take off and land;
- “Road runway” means a road that can be used for takeoff and landing where necessary;
- “Water airstrip” means the area on a water surface for seaplanes to take off and land.
Aerodromes are classified as follows according to their purposes:
+ Civilian aerodromes are airports serving civil purposes;
+ Military aerodromes are aerodromes serving military purposes;
+ Joint-use aerodromes are aerodromes serving both civil and military purposes;
+ Dedicated aerodromes are aerodromes that only serve general aviation, transport of passengers, luggage, cargo, or packages that are not public transportation.
What is an airport in Vietnam?
According to Clause 1, Article 47 of the 2006 Law on Civil Aviation of Vietnam, an airport is an area with specified boundaries, covering an aerodrome, terminals, facilities, equipment, and other necessary structures used for aircraft making flights to, from, and engaged in air carriage.
Airports are classified into the following types:
- International airports, which serve international and domestic carriage. Normally, compared to domestic airports, international airports possess a larger scale and have good facilities. The runway is designed to be long to meet the needs of large aircraft from other countries.
Major international airports in Vietnam currently include:
+ Noi Bai International Airport
+ Tan Son Nhat International Airport
+ Da Nang International Airport
+ Phu Bai International Airport – Hue
+ Cam Ranh International Airport
+ Cat Bi International Airport
+ Can Tho International Airport
- A domestic airport is an airport serving domestic transportation.
Is Gia Binh Aerodrome added to the list of potential aerodromes in the new Notice of the Government Office in Vietnam?
In Notice 208/TB-VPCP in 2023, on the basis of the above-mentioned principles, the Government Standing Committee agrees to the Submission of the Ministry of Transport on the Master Plan for the development of the nationwide airport and aerodrome system in the period of 2021 - 2030, vision to 2050 and unanimously approves the contents of the Plan.
To be specific:
* Military aerodromes shall be considered using for economic development
- The Standing Government shall note: The contents of the master plan must meet the requirements of socio-economic development, security and defense in each planning period, accordingly:
+ Potential aerodromes of localities can be invested in construction when eligible, in need and especially mobilizing lawful capital sources for implementation;
+ Military aerodromes will also be considered using for both economic development and security and defense.
- The draft approval decision should contain a list of potential aerodromes as a basis for deployment as soon as the need arises and meets the prescribed conditions;
+ Study and supplement provisions for the removal from the planning of airports and aerodromes when they cannot be implemented and add airports and aerodromes when there is demand and are eligible for immediate implementation.
* Gia Binh Aerodrome is added to the list of potential aerodromes
- The Government agrees to consider and add Gia Binh Aerodrome of the Ministry of Public Security (which has been approved by the Prime Minister for the policy of adding land use planning and plans for security purposes in Bac Ninh province in document No. 489/TTg-NN dated June 4, 2022) to the list of potential aerodromes and approve the official supplementary planning when eligible, right authority to do it right away.
- The draft approval decision should contain a list of potential aerodromes as a basis for deployment as soon as the need arises and meets the prescribed conditions;
+ Study and supplement provisions for the removal from the planning of airports and airports when they cannot be implemented and add airports and airports when there is demand and are eligible for immediate implementation.
Thus, the Master Plan for the development of the nationwide airport and aerodrome system in the period of 2021 - 2030 with a vision to 2050 has added Gia Binh Aerodrome to the list of potential aerodromes.
