Under Article 26 of the Law on Education 2019, preschool education institutions are stipulated as follows:

Preschool education institutions include:
1. Junior kindergarten centers and classes for children aged 03 – 36 months;
2. Senior kindergartens and independent senior kindergarten classes for children aged 03 – 06 years;
3. Combined kindergartens and independent preschool classes for children aged 03 months – 06 years.

Under the above regulations, preschool education institutions include:

(1) Junior kindergarten centers and classes for children aged 03 – 36 months;

(2) Senior kindergartens and independent senior kindergarten classes for children aged 03 – 06 years;

(3) Combined kindergartens and independent preschool classes for children aged 03 months – 06 years.

Thus, senior kindergartens for children aged 03 – 06 years are considered preschool education institutions.

What will senior kindergartens in Vietnam help children learn and develop?

Under Article 23 of the Law on Education 2019, the position, roles and objectives of preschool education are stipulated as follows:

1. Preschool education is the first educational level in the national educational system that sets the foundation for the comprehensive development of the Vietnamese and carries out the nurturing, caring and educating of children from 03 months to 06 years of age.
2. The objectives of preschool education are to help children develop physically, emotionally, intellectually and aesthetically, in order to shape the initial elements of personality as well as to prepare children for the first grade.

Under Article 24 of the Law on Education 2019:

Requirements on contents and methods of preschool education
1. The contents of preschool education must be suited to the psycho-physiological development of children; balanced between nurturing, caring and educating, with a view to helping children to develop physically, emotionally, intellectually and aesthetically and to know how to respect differences; suitable with different age groups and transferable to primary education.
2. The methods of preschool education are prescribed as follows:
a) Junior kindergartens must enable children to proactively participate in activities and play, creating a bond between adults and children; stimulate the development of the senses, emotions and psycho-physiological functions;
b) Senior kindergartens must enable children to play, experience, explore and discover the surrounding environment in different ways, satisfying the needs and interests of children.

Thus, according to regulations, the educational method of senior kindergartens in Vietnam is to enable children to play, experience, explore, and discover the surrounding environment in different ways, satisfying the needs and interests of children.

Will senior kindergartens in Vietnam provide lunch assistance for children from poor households?

Under Article 7 of Decree 105/2020/ND-CP on lunch assistance benefits for preschool children:

Lunch assistance benefits for preschool children
1. Persons eligible for the benefit
Preschool-aged children (excluding children of ethnic minorities with sparse population provided for in the Government’s Decree No. 57/2017/ND-CP dated May 09, 2017 on admission priority and learning assistance policies for preschool children and students of ethnic minorities with sparse population) who are enrolled in senior kindergarten classes of preschool institutions and meet one of the following conditions:
a) Permanent residence of the child’s father or mother or the child is located in a village with exceptional difficulties, a commune with exceptional socio-economic difficulties or a coastal commune with exceptional difficulties or on an island stipulated by the Prime Minister.
b) The child has no caregiver as provided for in Clause 1 Article 5 of the Government’s Decree No. 136/2013/ND-CP dated October 21, 2013 on social assistance benefits for beneficiaries.
c) The child is a part of a poor or near-poor household stipulated by the Prime Minister.
d) The child's parent is a revolutionary war martyr, Hero of the People’s Armed Forces, war invalid, person entitled to benefits offered to war invalids, or sick soldier; or another type of beneficiary provided for in the Ordinance on benefits offered to people with meritorious services to revolutions (if any).
dd) The child has a physical disability and is receiving inclusive education.
2. Benefit
A child meeting the conditions stated in Clause 1 herein is entitled to VND 160.000 of lunch money each month. The child may receive this amount for every month in which they are enrolled in school but no more than 9 months/academic year.

Thus, according to the above regulations, preschool-aged children who are members of poor households enrolled in senior kindergarten classes in senior kindergartens shall be entitled to VND 160.000 of lunch money each month.
