Using citizen ID cards to look up personal information instead of household registration books?

Pursuant to Article 18 of the Law on Citizen Identification 2014 of Vietnam stipulating as follows:

Contents stated in citizen identity cards

1. A citizen identity card has the following information:

a/ On the front side of a card, there are the national emblem of the Socialist Republic of Vietnam; the words “Cong hoa xa hoi chu nghia Viet Nam, Doc lap - Tu do - Hanh phuc” (The Socialist Republic of Vietnam, Independence - Freedom - Happiness); the words “Can cuoc cong dan” (Citizen identification); photo, citizen identity card number, family name, middle name and first name, birthdate, gender, nationality, native place, place of permanent residence; and expiry date.

b/ On the back side of a card, there is an encoded place for information storage; fingerprints, characteristics for identification of the card holder; date of card issuance; family name, middle name, first name, title and signature of the card issuer, and a seal bearing the national emblem of the card-issuing agency.

2. The Minister of Public Security shall specify the specifications, other languages, form, size and material of citizen identity cards.

According to the above regulations, the citizen ID card will have information about the full name, date of birth, gender, nationality, and place of residence.

Therefore, the citizen ID card can be used to look up personal information instead of the household registration book.

In addition, the citizen ID card also has a QR code, we can use the device to scan the QR code on the citizen ID card to see personal information instead of the household registration book such as:

- Citizen ID card number;

- Old ID card number (if any);

- First and last name;

- Date of birth;

- Gender;

- Permanent address;

- The date of issuance of the citizen's identity card.

The device that reads the chip on the citizen ID card is researched and produced by the National Population Data Center, the Police Department for administrative management of social order. Currently, district-level police agencies have been equipped and are being used to handle administrative procedures.

This device provides information about: Full name; Date of birth; Home town; Sex; Ethnic; Religion; Nationality; Permanent address; Full name of father, mother, wife or husband; Old ID number; The date of issue and expiration of the Citizen's Identity; Identifying characteristics; Portrait; Fingerprint; Citizen ID card number.

The use of chip-reading devices for citizen ID cards helps competent authorities to verify citizen information quickly and accurately, and at the same time, prevent and detect forgery of documents.

Using electronic identity to look up personal information instead of a household registration book?

Pursuant to Article 7 of Decree 59/2022/ND-CP of Vietnam stipulating as follows:

Electronic identity of Vietnamese citizens

Electronic identities of Vietnamese citizens include:

1. Personal information:

a) Personal identification number;

b) Full name, middle initial and first name;

c) Date of birth;

d) Gender.

2. Biometric information:

a) Portrait photos;

b) Fingerprint.

According to the above regulations, the electronic identity of Vietnamese citizens will contain personal information such as personal identification number, full name, date of birth, and gender.

Therefore, it is completely possible to use electronic identity to look up personal information instead of household registration books.

Look up personal information on the National Population Database instead of household registration books?

Citizens can access the National Population Database to look up personal information instead of household registration books.

The implementation of information search on the National Population Database will include the following steps:

- Step 1: Access the website address: https://dichvucong.dancuquocgia.gov.vn.

- Step 2: Log in to the National Public Service Portal account

- Step 3: Access the Citizen Information function on the homepage and enter the required information. Then press Search.

- Step 4: Basic information about the citizen's identity and household registration will appear.

Pursuant to Article 17 of Circular 55/2021/TT-BCA of Vietnam stipulating as follows:

Residence information verification

1. Citizens wishing to have their residence information verified may visit registration authorities across the country regardless of their places of residence to request such verification or send a request for residence information verification via the national public service portal, public service portal of the Ministry of Public Security or public service portal for residence management.

2. Residence information that may be verified includes residence registration time, location and type. Residence information verification shall be valid for 06 months starting from the date on which the verification is made for the cases mentioned in Clause 1 Article 19 of the Residence Law if residence declaration is verified and valid for 30 days starting from the date on which the verification is made if residence information is verified. In case residence information of a citizen has changed and the change is updated to the residence database, residence information verification shall become invalid from the time of such change.

3. Within 03 working days, the registration authority shall verify residence information in writing (with signature and stamp of head of the registration authority) or via electronic documents (with digital signature of head of the registration authority) at the request of the citizen.

4. In case a piece of information on an individual or a household needing to be verified is not yet updated to the residence database, the registration authority shall provide the citizen with instructions on revision of residence information in the residence database according to regulations in Article 26 of the Residence Law.

According to the above regulations, citizens have the right to request confirmation of residence information and the content of confirmation of residence information includes time, location and form of residence registration.

Therefore, the certificate of residence information can be used to look up personal information instead of the household registration book.
