Based on the provisions of Article 13, Article 14, Article 15 of Decree 98/2023/ND-CP, the criteria for awarding or posthumously awarding the Military Exploit Order of different grades to individuals with long-term contributions in the people’s armed forces are as follows:

Criteria for awarding or posthumously awarding the First-Class Military Exploit Order

Individuals with 35 years or more of service in the people’s armed forces.

Holding one of the following positions: Minister, Deputy Minister, Chief of General Staff, Chairman of the General Political Department, or equivalent titles; General, Senior Lieutenant General of the people’s armed forces for 5 years or more.

Criteria for awarding or posthumously awarding the Second-Class Military Exploit Order

Individuals with 35 years or more of service in the people’s armed forces.

Holding one of the following positions: Commander of Military Region or equivalent titles for 5 years or more.

Criteria for awarding or posthumously awarding the Third-Class Military Exploit Order

Individuals with 35 years or more of service in the people’s armed forces.

Holding one of the following positions: Commander of Army Corps or equivalent titles for 5 years or more.

What are the reward amounts for the Military Exploit Orders of different grades?

According to Article 55 of Decree 98/2023/ND-CP, the reward amounts for various types of orders are regulated as follows:

1. Individuals awarded or posthumously awarded various types of orders will be presented with a Certificate, frame, and Order with the reward amount as follows:

a) “Gold Star Order”: 46.0 times the statutory pay rate;

b) “Ho Chi Minh Order”: 30.5 times the statutory pay rate;

c) "Independence Order" First-Class, "Military Exploit Order" First-Class: 15.0 times the statutory pay rate;

d) "Independence Order" Second-Class, "Military Exploit Order" Second-Class: 12.5 times the statutory pay rate;

e) "Independence Order" Third-Class, "Military Exploit Order" Third-Class: 10.5 times the statutory pay rate;

f) "Labor Order" First-Class, "Bravery Exploit Order" First-Class, "National Defense Order" First-Class: 9.0 times the statutory pay rate;

g) "Labor Order" Second-Class, "Bravery Exploit Order" Second-Class, "National Defense Order" Second-Class, "Great Unity Order": 7.5 times the statutory pay rate;

h) "Labor Order" Third-Class, "Bravery Exploit Order" Third-Class, "National Defense Order" Third-Class, and "Courage Order": 4.5 times the statutory pay rate.

2. Collectives awarded various types of orders will be presented with a Certificate, frame, and Order with the reward amount being twice the amount for individuals as stipulated in Clause 1 of this Article.

Thus, the reward amounts for the Military Exploit Orders of different grades are as follows:

First-Class Military Exploit Order: 15.0 times the statutory pay rate

Second-Class Military Exploit Order: 12.5 times the statutory pay rate

Third-Class Military Exploit Order: 10.5 times the statutory pay rate

The current statutory pay rate is VND 1,800,000/month (Clause 2, Article 3 of Decree 24/2023/ND-CP)

However, according to Resolution 27/NQ-TW 2018 from July 01, 2024, with the implementation of wage policy reform, the statutory pay rate will be abolished. Therefore, there may be new guidelines regarding reward amounts in the future.

What are the requirements for awarding, receiving commendation titles and reward forms according to the latest regulations?

Based on the provisions of Article 25 of Decree 98/2023/ND-CP, the requirements for awarding, receiving commendation titles and reward forms are as follows:

- The organization of award ceremonies and acceptance of commendation titles and reward forms must have the meaning of honoring collectives and individuals, educating patriotism, revolutionary ideals; linking with patriotic emulation movements and fulfilling socio-economic development tasks, ensuring national defense and security of the locality and country; ensuring safety, formality, thrift, efficiency, and avoiding ostentation and formality.

- Implement civilized lifestyle, preserve cultural values, and national identity in awarding ceremonies and acceptance of commendation titles and reward forms.

- Do not organize separate ceremonies for awarding and acceptance of commendation titles and reward forms. It is only allowed to combine with celebrations of major holidays of the country, founding days, traditional days of ministries, branches, localities, units, conferences for summary according to specific programs, and implementing according to Decree 98/2023/ND-CP (except for awarding for sudden achievements, achievements in resistance and the title “Heroic Vietnamese Mother”).

- Representatives of the leading collective, awarded households directly receive the commendation titles and reward forms. Individuals awarded directly receive the commendation titles and reward forms. In case of posthumous awards, the family representative of the deceased receives on their behalf.

- Awarding of commendation titles and reward forms from higher to lower levels. In the case of the same reward form, it is awarded to the collective, households first, individuals later; awarding first, posthumous awarding later. If the reward titles, reward forms are decided by the same level of authority, reward titles are awarded first, reward forms later; awarded to the collective first, households, individuals later; awarded first, posthumously later.

- During the announcement, awarding, and acceptance of commendation titles and reward forms, individuals without responsibilities do not present flowers, videotape, or photograph on the stage. No procession or parade for the awarded commendation titles and reward forms.
