In which cases will a military driving license be revoked starting January 04, 2024?
Based on Clause 2, Article 1 of Circular 86/2023/TT-BQP amending Article 46 of Circular 170/2021/TT-BQP, the regulation on the revocation of military driving licenses is as follows:
Revocation of Military Driving License
1. The vehicle-machines authority of the focal unit under the Ministry of National Defense has the authority to recommend revoking a military driving license if any fraudulent, falsified documents or papers for issuance, renewal, or reissuance of the military driving license are discovered.
2. The vehicle-machines authority of the focal unit under the Ministry of National Defense shall send an official dispatch along with the military driving license to the Vehicle-Machines Department/General Technical Department to request revocation.
3. Within 07 working days from the date of receipt of the revocation request, the Vehicle-Machines Department/General Technical Department shall consider and decide to revoke the military driving license as per the regulations.
Thus, based on the above regulations, the military driving license will be revoked when the vehicle-machines authority of the focal unit under the Ministry of National Defense discovers any fraudulent, falsified documents or papers for the issuance, renewal, or reissuance of the military driving license.

What categories of military driving licenses exist?
Based on Article 6 and Clause 2, Article 7 of Circular 170/2021/TT-BQP, military driving licenses are classified as follows:

*Note: Individuals holding a Class B2, C, D, E military driving license are allowed to operate corresponding vehicles towing a trailer or military weapons and equipment in trailer form with a loading capacity not exceeding 750 kg.
What are the documents required for military driving training?
Based on Article 9 of Circular 170/2021/TT-BQP as amended by Clause 5, Article 2 of Circular 86/2023/TT-BQP, the documentation for military driving training is as follows:
- For Class A1, A2 military driving training documentation:
+ Training plan for military motorbike driving (accompanied by the list of trainees) of the unit or organization;
+ Application for learning and examination, issuance of military driving license with verification by the head of the directly managing unit or organization from the regiment level or equivalent according to Form No. 01 attached to this Circular;
+ Copy of the Military ID, national defense official, worker, and public employee defense ID, military card, or a copy of one of the following documents: Enlistment decision, recruitment decision, military card, student card, the most recent effective rank promotion or wage raise decision;
+ Health certificate as per the regulations issued by the military medical authority from the regiment level or equivalent according to Form No. 02 attached to Circular 170/2021/TT-BQP;
+ Two 2x3 cm color photos as per the regulations (photo taken against a blue background; servicemen wearing regular uniform; national defense official, worker, and public employee defense in uniform; wear nameplate as regulated, no hat).
- For Class B2, C military driving training documentation:
+ Training plan (accompanied by the list of trainees) of the training institution;
+ Copy of the decision assigning the target of primary technical personnel training by the Chief of the General Staff for training according to assigned targets; written request for driver training by the head of the focal unit under the Ministry of National Defense for training;
+ Application for learning and examination, issuance of military driving license with verification by the head of the directly managing unit or organization from the regiment level or equivalent according to Form No. 01 attached to this Circular;
+ Copy of the Military ID, national defense official, worker, and public employee defense ID, military card, or a copy of one of the following documents: Enlistment decision, recruitment decision, military card, student card, the most recent effective rank promotion or wage raise decision;
+ Health certificate as per the regulations issued by the military medical authority from the regiment level or equivalent according to Form No. 02 attached to this Circular;
+ Two 2x3 cm color photos as per the regulations (photo taken against a blue background; servicemen wearing regular uniform; national defense official, worker, and public employee defense in uniform; wear nameplate as regulated, no hat).
Circular 86/2023/TT-BQP takes effect on January 04, 2024.
