According to the provisions in Article 39 of Circular 24/2023/TT-BCA, the regulations are as follows:
Transitional Provisions
1. For vehicles registered with 5-number plates before *** the effective date of this Circular that have not yet completed the recall procedure, those plate numbers are identified as the identification plates for the vehicle owner.
2. For vehicles registered with 5-number plates, if the vehicle owner has completed the recall procedure before the effective date of this Circular, those plate numbers will be transferred to the plate number storage to issue the plates according to the regulations.
3. For vehicles registered with 5-number plates marked “LD”, “DA”, “MD”, “R”, they will continue to be allowed to participate in traffic, even when issuing replacement or reissuing plates, except where the owner requests to be issued plates according to this Circular.
4. For vehicles registered with 3 or 4-number plates, they will continue to be allowed to participate in traffic, except where the owner requests to transfer to identification plates, or when the owner performs vehicle registration certificate exchange procedures, vehicle plate exchange, vehicle registration certificate reissuance, vehicle plate reissuance, or registers for title transfer, vehicle relocation according to the provisions of this Circular, the recall of those 3 or 4-number plates and issuance of identification plates according to the regulations will be performed.
Vehicle owners must change their old plates to identification plates in the following 02 cases:
- When performing procedures for the exchange of vehicle registration certificates, exchange of vehicle plates, reissuance of vehicle registration certificates, reissuance of vehicle plates.
- When registering for title transfer, vehicle relocation according to the provisions of Circular 24/2023/TT-BCA.
*Note: This plate identification exchange applies to 3 or 4-number plates.
For 5-number plates, it is not necessary to change to identification plates if falling into the following cases:
- Plates registered before August 15, 2023, but have not yet completed the recall procedures, are identified as the identification plates for the vehicle owner.
- Plates registered with 5-number and marked “LD”, “DA”, “MD”, “R” will continue to be used and do not need to be changed.

How long is the issuance period for identification plates?
According to the provisions in Article 7 of Circular 24/2023/TT-BCA, which specify the issuance of identification plates, the details are as follows:

1. Issuance of vehicle registration certificates: No more than 02 working days, from the date of receiving a complete valid application, except for cases where reissuing vehicle registration certificates requires verification as specified in Clause 2 of this Article.
