In which cases are individuals trained in the profession of notary abroad recognized as equivalent in Vietnam?
Pursuant to Clause 1 Article 8 of Circular 01/2021/TT-BTP, individuals trained in the profession of notary abroad are recognized as equivalent in the following cases:
- Possess a degree in notary training issued by a foreign training institution that falls within the scope of application of an Agreement on degree equivalency or mutual recognition of degrees or an international treaty related to degrees to which Vietnam is a member;
- Possess a degree in notary training issued by a foreign training institution where the notary training program has been accredited by the quality assurance agency of that country or the institution has been permitted to be established and to issue degrees by the competent authority of that country.

What is the procedure for recognizing equivalency for individuals trained in the profession of notary abroad?
According to the provisions of Subsection 4 Part A of Administrative Procedures issued with Decision 991/QD-BTP in 2021, the procedure for recognizing equivalency for individuals trained in the profession of notary abroad is as follows:
Step 1: The individual requesting recognition of equivalency for a foreign notary training degree submits the application to the Ministry of Justice;
Step 2: The Ministry of Justice receives the application for equivalency recognition for individuals trained in the profession of notary abroad;
If the application is valid, the Minister of Justice will consider and issue a decision on recognizing equivalency for foreign notary training;
In case of refusal, it must be provided in writing with clear reasons stated.
Step 3: After completing the above procedures, the Ministry of Justice will issue a Decision on recognizing equivalency for individuals trained in the profession of notary abroad.
Regarding implementation methods, the requester can submit the application directly or send it via the postal system to the Ministry of Justice.
Processing time: Within 30 days from the date of receipt of a complete and valid application, the Minister of Justice will consider and issue a decision on recognizing equivalency for foreign notary training; in case of refusal, it must be provided in writing with clear reasons stated.

- Application form for recognizing equivalency of notary training according to Form TP-CC-01 issued with Circular 01/2021/TT-BTP;
- A certified copy of the degree and a certified copy of the training results in the profession of notary abroad that have been legalized, translated into Vietnamese, and the Vietnamese translation must be notarized or authenticated following the provisions of Vietnamese law.
