Pursuant to Subsection 2, Section II of the program promulgated together with Resolution 21/NQ-CP in 2023, the task of expanding and deepening relations and creating interweaving economic benefits with bilateral and multilateral partners are as follows:

- Make the most of and take full advantage of external political relations to promote economic cooperation and linkages for development. Develop and effectively implement the external program of key leaders and senior leaders every year on the basis of close coordination between relevant ministries and branches, making economic cooperation a central content in foreign activities, visits, contacts, and high-level and high-level phone talks; create changes in the urging, drastic, and effective implementation of agreements and achieved results.

- Pay attention to the contents of promoting economic cooperation and economic diplomacy in formulating and implementing projects to develop relations with partners, especially neighboring countries, major countries, and strategic partners; comprehensive partners and other important partners; and take sovereignty, territorial integrity, national interests, and the legitimate interests of citizens and businesses as the top criteria in diplomatic deployment economics.

Take advantage of the existing cooperation frameworks and promptly propose policies, frameworks, and measures to further expand and deepen the relationship, creating an interweaving of economic benefits with partners.

Create breakthroughs in some areas of economic cooperation and solving problems and "bottlenecks" in economic relations with major partners and key partners on the principle of ensuring the highest interests of the nation and its people and harmonizing with the legitimate interests of the partners.

Closely monitor the situation and impact of major power strategic competition, the strategic adjustments, policies, and economic initiatives of major countries towards the region to have appropriate behavior in order to take advantage of opportunities and limit potential threats.

Focus on creating substantive changes, focusing on efficiency in economic relations with a number of traditional partners commensurate with the level of political-diplomatic relations Promote cooperation in a number of fields and economic projects of strategic significance (agriculture, infrastructure, energy, telecommunications, etc.). Promote exploration, expand markets with potential partners, and upgrade some partnership frameworks at the right time.

- Ministries, government agencies, and localities actively coordinate closely with the Ministry of Foreign Affairs, the Ministry of Planning and Investment, the Ministry of Industry and Trade, etc., to take advantage of and propose frameworks, mechanisms, and measures to strengthen economic and trade cooperation, including digital economic cooperation, digital trade, investment, and specialized cooperation with government agencies of partner countries, international organizations, and localities of foreign countries. Furthermore, potential foreign investors may be interested in investing in Vietnam because of its compliance with the law and international commitments that it has joined and signed.

Carefully study and fully assess the benefits and impacts for Vietnam before signing cooperation documents.

- Attract and utilize development resources (finance, technology, experience, knowledge, technical assistance, policy advice) through participation and collaboration in mechanisms and forums.Multilateralism, particularly the United Nations, ASEAN, APEC, ASEM, the Mekong Sub-region, the World Trade Organization, the IMF, World Bank, ADB, OECD, WEF, and specialized cooperation mechanisms.

Effectively plan and implement the responsibilities of multilateralism, including hosting conferences and forums on economic development. Integrating the contents of economic diplomacy, promoting economic cooperation, trade, and investment, and enhancing the participation of localities and businesses in major multilateral events

Actively participate in and promote the role and promotion of Vietnam's initiatives at international economic mechanisms and forums in accordance with the country's specific requirements, capabilities, and conditions. Encourage Vietnamese officials and citizens to work in international organizations and multilateral economic mechanisms.

Actively contribute to the process of reforming and improving the efficiency of global economic governance institutions and building and perfecting international economic institutions. actively and flexibly participate in regional and inter-regional linkage mechanisms according to specific issues and domains.

What are the tasks of improving the efficiency of inter-sectoral coordination and allocating resources to implement economic diplomacy being handled by the Government of Vietnam?

Pursuant to Subsection 7 of Section II of the program promulgated together with Resolution 21/NQ-CP in 2023, the task of improving the efficiency of inter-sectoral coordination and allocating resources to implement economic diplomacy has been approved by the government. As follows:

- Investigate and develop mechanisms to improve inter-sectoral, inter-level, and inter-regional coordination, particularly between central and local external relations agencies, as well as between agencies and localities, local businesses, and organizations with Vietnamese representation abroad.

- Review, consolidate, and improve the operational efficiency of the Intergovernmental Committee, the Joint Committee on Economic Cooperation, Trade, and Investment, and so on, bilaterally with partners, particularly in urging the implementation of economic cooperation commitments and agreements.

- Propose mechanisms and measures to improve the efficiency of coordination among the pillars of foreign affairs, including party diplomacy, state diplomacy, and people-to-people diplomacy, and inter-sectoral coordination mechanisms in foreign affairs and integration international relations, between economic diplomacy and cultural diplomacy, defense and security diplomacy, and coordination between specialized fields of international integration.

- Increase training and retraining in order to standardize the criteria for organizing and employing cadres and employees involved in external affairs and economic diplomacy at all levels, branches, localities, and enterprises on ethics.ethics, political bravery, knowledge, capacity, professional qualifications, professional skills, skills in foreign affairs, economic diplomacy, international economy, international law, and international economic integration. There are mechanisms and policies to attract talents for foreign affairs and international integration.

- Allocate resources in line with the state budget balance's ability to meet the requirements of promoting economic diplomacy activities in the new situation. At the same time, promote the socialization of resources for economic diplomacy in accordance with the law and focus on efficiency and practicality. Promote digital transformation in the implementation of economic diplomacy.

What are the tasks of propaganda and raising awareness about economic diplomacy in order to implement Directive No. 15-CT/TW indicated by the Government of Vietnam?

In accordance with Subsection 1 of Section II of the Program, which was promulgated alongside Resolution 21/NQ-CP in 2023, propagandize and raise awareness and responsibility for economic diplomacy in order to implement Directive 15-CT/TW in 2022, as indicated by the government as follows:

- Agencies directly under the government, people's committees of provinces and centrally run cities, and state-owned enterprises must conduct extensive, comprehensive, and substantive research, understanding, and dissemination of the directive's contents of Directive15 CT/TW in 2022

- Increase officials' and party members' awareness and responsibility for the requirements, objectives, orientations, and tasks of economic diplomacy in the new situation. Strengthen thematic activities on foreign affairs, economic diplomacy, and international integration.

- Improve communication and information to all levels, branches, localities, businesses, and people about bilateral and multilateral diplomatic activities, particularly trips to the country. visits and foreign activities of leaders of the party and state, and international conferences that our country is hosting.
