What is the classification of Vietnamese student’s conduct?

In Article 3 of the Regulation on assessment and classification of secondary schools and high school students promulgated together with Circular 58/2011/TT-BGDDT of Vietnam, the grounds for assessing and classifying conduct are as follows:

Bases for evaluation and classification of conduct

1. Bases for evaluation and classification of conduct:

a) Assessment of Vietnamese students’ conduct based on the specific expression of attitudes and ethical behavior; behavior in relationships with teachers, officials and public employees, with family, friends and social relationships and sense to strive in learning; the result of participating in labor, the collective activities of the classes, schools and of society; doing exercise, keeping hygiene and environmental protection;

b) The results of commenting on the expressions in attitudes, behaviors of students for teaching contents of the citizens education subject provided for in the general education program for secondary school, high school levels issued by the Minister of Education and training.

2. Classification of conduct:

Conduct is classified into 4 categories: Good grade (G), rather good grade (R), medium grade (I), weak grade (W) after each semester and the school year. The classification of conduct for the school year is mainly based on conduct classification of the second semester and the student's progress.

Thus, classification of Vietnamese students’ conduct based on the specific expression of attitudes and ethical behavior; behavior of students. Conduct is classified into 4 categories: Good grade (G), rather good grade (R), medium grade (I), weak grade (W) after each semester and the school year.

What are the standards for classification of conduct?

Standards for classifying Vietnamese student’s conduct are specified in Article 4 of the Regulation on assessment and classification of secondary schools and high school students promulgated together with Circular 58/2011/TT-BGDDT of Vietnam as follows:

Standards for classification of conduct

1. Good grade:

a) Strictly observing the rules of the school; strictly observing the laws and regulations on order and social safety, traffic safety; actively involving in fighting against the negative action, prevention and combat of crime, social evils;

b) Always respecting teachers, and adults; love and help young children, having sense to build the collective, uniting, being trusted by friends;

c) Positively training morality, having a healthy, simple, unpretentious lifestyle; helping, caring for families;

d) Completing fully the task of learning, having sense of striving, honesty in life, in study;

đ) Actively doing exercise, keeping hygiene and protecting environment;

e) Fully participating in educational activities, activities organized by the schools; actively participating in the activities of the Ho Chi Minh Young Pioneers, Youth Union of Ho Chi Minh Communist;

g) Having attitudes and appropriate behavior in training ethic, lifestyle according to contents of the citizen education subject.

2. Rather good grade:

Implementing the provisions in clause 1 of this Article but having not reached the level of Good; incomplete but timely taking remedy after the teachers and friends comment.

3. Medium grade:

There are some shortcomings in the implementation of the provisions in clause 1 of this Article but their levels are not serious; after being prompted, educated, they are absorbed, overcome but their progress is slow.

4. Weak grade:

Not being obtained standard of medium grade or having one of the following defects:

a) Having mistakes of the serious nature or repeated in the implementation of the provisions in clause 1 of this Article, be educated, but not taking remedy;

b) Having impoliteness, hurting dignity, honor, or hurting the body of teachers, school staffs; hurting the honor and dignity of friend or others;

c) Having fraud in the study, examination, contest;

d) Fighting, disturbing order and security in schools or society; violating traffic safety; causing damage to public property or property of others.

Thus, conduct is classified into 4 categories: Good grade, rather good grade, medium grade, and weak grade.

In 2023, which subjects of students will have their conduct classification abolished?

According to new regulations in Article 5 of Circular 22/2021/TT-BGDDT of Vietnam, the form of assessment of students' training and learning results is as follows:

Form of assessment

1. Conduct assessment via feedback

a) Teachers shall, in either spoken form or written form, provide feedback on implementation of training and learning tasks of students; provide feedback on improvement, advantages, and disadvantages of students during training and learning processes; provide feedback on training and learning results of students.

b) Students shall, in either spoken form or written form, provide feedback on their implementation of training and learning tasks, improvement, advantages, and disadvantages.

c) Parents of students, agencies, and organizations participating in education of students shall provide feedback on implementation of training and learning tasks of students.

d) Assessment conducted based on providing feedback on training and learning results of students shall be used in regular assessment and periodic assessment via examination and assessment regarding implementation of training and learning tasks of students depending on subject’s characteristics.

2. Conduct assessment via scores

a) Teachers shall use scores to assess training and learning results of students.

3. Assessment methods for subjects

a) Conduct assessment for: Physical education (PE), Art, Music, Fine Arts, local education subjects, experience learning activities, and career counseling; learning results of subjects shall be categorized as “Đạt” (Qualified) or “Chưa đạt” (Unqualified).

b) Conduct assessment based on both feedback and scores for subjects in formal education program, except for those under Point a of this Clause; subject-based learning results shall be given in a total of 10 scores, any other form of scores must be converted to 10-score model. Assessment score must be an integer or a decimal number rounded to the nearest tenths.

Clause 1, Article 21 of Circular 22/2021/TT-BGDDT of Vietnam has the following provisions:

Entry into force

1. This Circular comes into force from September 5, 2021 according to following roadmap:

- From the school year of 2021-2022 for the 6th grade.

- From the school year of 2022-2023 for the 7th and 10th grade.

- From the school year of 2023-2024 for the 8th and 11th grade.

- From the school year of 2024-2025 for the 9th and 12th grade.

…

Thus, in 2023, students in 6th, 7th, 8th and 10th grades will not be assessed for their conduct. Instead, these students will be assessed training results via feedback and scores.
