+ Original documents in accordance with the driving license (if any);
+ The driver's medical examination certificate is issued by a competent medical facility as prescribed, except for the case of re-issuance of the driver's license in Vietnam indefinitely of grades A1, A2, A3;
+ A copy of the people's identity card or citizen identification card or a valid passport with the number of the identity card or citizen identification card (for Vietnamese people) or a valid passport ( for foreigners, Vietnamese residing abroad).
In case the driver's license in Vietnam is lost, has expired for 03 months or more, is listed in the dossier of the test management agency, and is not in the case of being seized by the competent authorities. , handling, after 02 months from the date of submission of complete and valid dossiers as prescribed, must take the re-examination of the following contents:
+ Past the expiry date from 03 months to less than 01 year, must take the theory test again;
+ Past the expiry date of 01 year or more, both theory and practice must be re-tested.
Dossiers for re-testing shall comply with the provisions of Clause 4, Article 19 of this Circular
- When going to carry out the procedures for re-issuance of a driver's license in Vietnam at the Directorate for Roads of Vietnam or the Department of Transport, the driver sends 01 set of documents, takes photos in person and presents the original documents mentioned above. above (except for the originals sent) for comparison. Accordingly, it is necessary to go to the Directorate for Roads of Vietnam or the Department of Transport to carry out the procedure for re-issuance of a driver's license in Vietnam.

Handling violations in the case of driving without a Driving License?
Pursuant to the provisions of Point Article 21 of Decree 100/2019/ND-CP (amended by Clause 11 Article 2 of Decree 123/2021/ND-CP) regulations on sanctioning levels for related acts to the driver's license in Vietnam as follows:
- For motorbikes:
+ A fine ranging from VND 100,000 to VND 200,000 shall be imposed on drivers of motorbikes and other vehicles similar to motorbikes who do not carry a driving license.
+ A fine ranging from VND 1,000,000 to VND 2,000,000 shall be imposed for not having a driving license or using a driving license not issued by a competent authority or having a driving license erased.
- For cars:
+ A fine ranging from VND 200,000 to VND 400,000 shall be imposed on drivers of cars, tractors and similar vehicles without a driving license.
+ A fine ranging from VND 5,000,000 to VND 7,000,000 shall be imposed on drivers of cars, tractors and other vehicles similar to cars who have a driving license but have expired for less than 3 months.
- In addition, the act of declaring the loss to apply for another driver's license in Vietnam but cheating will be considered a violation of the law and may be sanctioned for violations according to Clause 3, Article 37 of Decree 100/2019/ND. -CP accordingly:
A fine ranging from VND 3,000,000 to VND 5,000,000 shall be imposed for individual acts of making untruthful declarations or using fake papers and documents to study, test, and test for new issuance or re-issuance of permits. driver, certificate of fostering legal knowledge on road traffic;
Therefore, for acts of dishonestly declaring to renew or re-issue a driving license, a fine ranging from VND 5,000,000 to VND 7,000,000 will be imposed.
At the same time, according to the provisions of Clause 14, Article 33 of Circular 12/2017/TT-BGTVT (amended by Circular 38/2019/TT-BGTVT), in case a person commits fraud or makes false declarations, In order to get the driver's license in Vietnam re-issued, the driver's license in Vietnam, original records and updated management data on the driver's license in Vietnam system may be revoked, and a driver's license in Vietnam will not be issued within 5 years.
