Digital identifiers and structure identifiers according to National Regulation QCVN 102:2016/BTTTT/SĐ1:2022?
Pursuant to the provisions of Section 2, Section 4 of Vietnamese Technical Regulation QCVN 102:2016/BTTTT/SĐ1:2022 on structure identifiers and packet data format serving connection of document management systems admenment 1:2022 provides for digital identifiers:
Digital identifiers include: Digital identifiers of ministries, branches and localities; Digital identifiers of enterprises, cooperatives and business households and digital identifiers of other agencies and organizations as prescribed in Articles 4, 5 and 6 of Decision No. 20/2020/QD - TTg.

According to the provisions of Article 5 of Decision No. 20/2020/QD-TTg dated July 22, 2020 of the Prime Minister on digital identification codes of agencies and organizations serving data connection and sharing with ministries, branches, localities and guiding documents of Decision No. 20/2020/QD-TTg.

Pursuant to the provisions of Section 10 of Vietnam Technical Standards QCVN 102:2016/BTTTT/SĐ1:2022 on identifier code and data format of message for interconnection of document management and administration systems amendment 1: 2022 provides guidelines for the following general test schemes:

Guidelines for general test diagrams
B.1. Connection diagram of the systems to be tested with the packet extraction tool
Diagram of pairing the BMS system to be tested with the packet extraction tool to form an edXML file for testing.
In order to perform edXML packet testing, a tool to extract packets from the EDX system or an intermediary system must be used (hereinafter referred to as the packet extraction tool). Figures B.1 and Figure B.2 show how to couple the systems under test with the packet extraction tool.

B.2. Explain the diagram
- When it is necessary to extract the outgoing packet from the BOM, use the diagram Figure B.1.
- When it is necessary to extract the outgoing packet from the intermediate system, use the diagram Figure B.2.
- Packet extraction tool:
+ The packet extractor is a software. This software provides the connection sets and associated parameters and technical requirements for the PMB systems or the intermediate systems that are in need of testing to connect to the tool;
+ The packet extraction tool has the following basic functions: Receive packet (receive text); export the received packet into an edXML file for testing; read and display the packet on the screen for packet review; notification functions and other extended functions.
+ The packet extractor uses the electronic identifier of the agency or organization specified in this Regulation to receive incoming documents.
- Connector: Connector to connect different BRM systems or different intermediate systems into a packet extractor.
B.3. Perform packet capture
- The packet extractor acts as the receiver.
- Capture and extract packets sent from the management system:
+ The management system performs the sending of documents to the packet extractor (can be sent to 1 agency or many agencies).
+ The packet extraction tool receives the packet sent by the Management System and uses the function to export the packet into an edXML file for testing.
- Capture and extract packets sent from the Intermediate System:
+ The management system sends documents to the output packet extraction tool through the intermediary system (it can be sent to 1 agency or many agencies).
+ The intermediary system forwards the text received from the VM system to the packet extractor.
+ The packet extraction tool receives the packet sent by the intermediary system and uses the function to export the packet into an edXML file for testing.
- The extracted edXML file is the basis for the test units to evaluate the packet in accordance with the Standard."
Vietnam Technical Standards QCVN 102:2016/BTTTT/SĐ1:2022 comes into force from September 15, 2022.
