Based on Article 2 of Decree 05/1999/ND-CP as amended by Clause 1 of Article 1 of Decree 170/2007/ND-CP, the following is stipulated:

Article 2

The citizenship identification card has a rectangular shape measuring 85.6 mm in length and 53.98 mm in width. Both sides of the card feature faint blue and white patterns. The card's period of validity is 15 years from the date of issue.

Age for Renewal of Citizen Identification Card

1. The citizen identification card must be renewed when the citizen reaches 25 years old, 40 years old, and 60 years old.

2. In cases where the citizen identification card is issued, renewed, or reissued within a period of 2 years before the ages specified in Clause 1 of this Article, it remains valid until the next age milestone for card renewal.

According to this regulation, citizens who reach the ages of 25, 40, and 60 must renew their citizen identification card. Currently, the country is implementing a plan to convert from citizen identification cards to citizen identification cards with chips. What Are the Penalties for Not Renewing the Citizen Identification Card?

Based on Clause 1 of Article 10 of Decree 144/2021/ND-CP, the following is stipulated:

Violations Regarding the Issuance, Management, and Usage of Citizenship Identification, Identification Cards, or Citizen Identification Cards

1. A warning or a fine ranging from VND 300,000 to VND 500,000 shall be imposed for any of the following acts:

a) Failing to present the Citizenship Identification, Identification Card, citizen identification card, or Certificate of Citizenship Identification Number when required by an authorized person for inspection;

b) Failing to comply with legal requirements regarding the issuance, renewal, or reissuance of the citizen identification card;

c) Failing to return the Citizenship Identification, Identification Card, or Citizen Identification Card to the competent authority when renouncing, being stripped of nationality, having the naturalization decision annulled, or when required by the detaining or imprisoning authority, or by the authority executing a decision to transfer into a reeducation center, compulsory education facility, or compulsory detoxification facility.

According to the above regulation, if citizens fall into any of the mandatory categories for renewing their citizen identification card as stipulated by law and fail to do so, they shall be fined between VND 300,000 and VND 500,000.
