Pursuant to subsection 12, Section A, Part II, administrative procedures issued together with Decision 6869/QD-BCA in 2022, the application for issuing a temporary residence card to a foreigner at the Immigration Department in Vietnam includes:
+ Written request for a temporary residence card (form NA6 for agencies and organizations, NA7 for individuals);
+ An application form for issuing a temporary residence card to a foreigner (NA8)
+ One of the following documents proving that the applicant is eligible for issuing a temporary residence card: working permit, working permit-free certificate, or other valid documents proving eligibility for a temporary residence card;
+ 02 photos of size 2x3cm (01 photo pasted into the declaration, 01 separate photo);
Number of applications: 01 (one) set.
What are the procedures for issuing temporary residence cards to foreigners in Vietnam at the Immigration Department?
Pursuant to subsection 12, Section A, Part II, administrative procedures issued together with Decision 6869/QD-BCA in 2022, the procedures for issuing temporary residence cards to foreigners at the Immigration Department in Vietnam shall be carried out as follows:
Step 1: Prepare the application in accordance with the provisions of the law.
Step 2: Apply at one of the two headquarters of the Immigration Department - Ministry of Public Security:
+ No. 44-46 Tran Phu Street, Ba Dinh District, Hanoi City.
+ No. 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City.
* The officer receiving the application checks the legality and content of the application:
+ If the application is complete and valid, the officer receiving the application shall receive the application, print and issue an appointment letter to return the results to the applicant; request payment of fees to the fee collector. The fee collector collects the money and delivers the receipt of collection to the applicant.
+ If the application is missing or invalid, the officer receiving the application shall guide the applicant to complete the application.
* Time to receive applications: From Monday to Saturday morning every week (except Tet, public holidays).
Step 3: Return the result:
+ The applicant directly receives the results at the Immigration Department under the Ministry of Public Security. When receiving results, the applicant brings the appointment letter, identification documents, and the receipt for comparison.
+ In case of refusal, the response shall be in writing and clearly state the reasons.
+ Time to return results: From Monday to Friday every week (except Tet, public holidays).
Implementation method: Directly submit the application and receive the results at the headquarters of the Immigration Department.

- Temporary residence card with a validity of not more than 02 years: 145 USD / card.
- Temporary residence card valid from over 02 years to 05 years: 155 USD/card.
- Temporary residence card valid from over 05 years to 10 years: 165 USD/card.

Pursuant to subsection 12, Section A, Part II, administrative procedures issued together with Decision 6869/QD-BCA in 2022, the requirements for issuing temporary residence cards to foreigners at the Immigration Department in Vietnam are:
- Applicants as agencies or organizations must submit applications as prescribed in Clause 2, Article 16 of the Law on entry, exit, transit, and residence of foreigners in Vietnam at the Immigration Department under the Ministry of Public Security, including:
+ A certified true copy of the license or decision of the competent authority on the establishment of the organization.
- A document introducing the seal and signature of a competent person in the organization.
- The above submission is only done once. When there is a change in the contents of the application, the applicant must notify the Immigration Department in writing to supplement the application.
- Foreigners entering the country must be the operational purpose in accordance with the provisions of Vietnamese law, and not subject to entry or temporary suspension of exit as prescribed in Article 21 and Article 28, and foreigners in cases of being granted temporary residence cards as prescribed in Article 36 of the Law on Entry, exit, transit, the residence of foreigners in Vietnam.
