Procedures for Reporting Loss of a Provincial-Level Ordinary Passport According to the Latest Regulations
Based on Section 3 of Administrative Procedures issued together with Decision 5568/QD-BCA in 2023, the procedures for reporting the loss of the latest ordinary passport are as follows:
Step 1: Prepare the application dossier according to the prescribed form.
Step 2: Submit the application dossier
* Vietnamese citizens who lose their ordinary passports domestically must report the loss to the Immigration Management Agency of the provincial Public Security Department at a convenient location, through public postal services, or via the online public service portal. When submitting the application in person, the citizen must present their valid ID card or citizen identification card for verification and comparison.
* Application receipt time: From Monday to Friday weekly and Saturday morning (for units that arrange to receive applications on Saturday morning); except for Tet holidays and public holidays.
* The officer receiving the application will check the legality and content of the dossier:
+ If the application is complete and valid, it will be accepted.
+ If the application is not valid, the officer will guide the passport holder in completing the application according to the regulations.
Step 3: Receive the result
- Methods of implementation:
+ Directly submit the application at the Immigration Management Agency of the provincial Public Security Department. + Submit the application via postal services.
+ Submit the application online through the National Public Service Portal or the Ministry of Public Security's Public Service Portal.
- Processing time: Within 01 working day from the time of receiving the report of the lost ordinary passport, the Immigration Management Agency of the provincial Public Security Department will notify the applicant in writing and the Immigration Department; within 01 working day from the receipt of the notification from the Immigration Management Agency of the provincial Public Security Department, the Immigration Department will invalidate the passport.
- Requirements and conditions for implementing administrative procedures:
Within 02 working days from the discovery of the loss of the ordinary passport, the passport holder must directly submit or send the loss report (using form TK05) to the Immigration Management Agency of the provincial Public Security Department or electronically via the National Public Service Portal or the Ministry of Public Security's Public Service Portal. In the case of force majeure, the submission or sending of the loss report can be extended, but the report must specifically explain the reason for the force majeure.

What does the dossier for reporting the loss of an ordinary passport include?

+ Components of the dossier: Loss report form for the ordinary passport (form TK05) issued together with Circular 31/2023/TT-BCA.
For those who are incapacitated, have difficulties in perception and behavior control, or are under 14 years old, the legal representative must fill out and sign on their behalf.
+ Number of application dossiers: 01 (one) set.
What are the rights and obligations of Vietnamese citizens in immigration activities?
Based on Article 5 of the Law on Exit, Entry of Vietnamese Citizens 2019, the rights and obligations of Vietnamese citizens in immigration activities are as follows:
- Vietnamese citizens have the following rights:
+ To be issued exit and entry documents according to the provisions of this Law;
+ Persons aged 14 and older have the right to choose to be issued a passport with or without an electronic chip;
+ To exit and enter as prescribed by this Law;
+ To have personal confidentiality and family privacy assured within the National Database on exit and entry of Vietnamese citizens, except in cases where information and documents are required to be provided according to law;
+ To request the provision of information about their exit and entry; to request updating and correcting information in the National Database on exit and entry of Vietnamese citizens, and their exit and entry documents to ensure completeness and accuracy;
+ To use their passport to conduct transactions or other procedures as prescribed by law;
+ To complain, denounce, initiate lawsuits, and request compensation according to the provisions of law.
- Vietnamese citizens have the following obligations:
+ To comply with the laws of Vietnam on the exit and entry of Vietnamese citizens and the laws of the destination country when abroad;
+ To carry out the procedures for requesting the issuance of exit and entry documents, passport extension, and restoration of passport validity as prescribed by this Law;
+ To use exit and entry documents issued by competent Vietnamese authorities to exit and enter;
+ To comply with the requirements of competent authorities in checking individuals, luggage, and exit and entry documents when completing exit and entry procedures;
+ To pay fees for the issuance of exit and entry documents as prescribed by law.
- Persons who are incapacitated, have difficulties in perception and behavior control according to the Civil Code, or are under 14 years old will perform their rights and obligations through their legal representatives according to the provisions of the Law on Exit, Entry of Vietnamese Citizens 2019.
