Based on the provisions at item 2, Section 1 of the administrative procedure issued together with Decision 1105/QD-BXD in 2023, the dossier for appraisal of construction design implementation after the basic design includes:
- The proposal for appraisal of construction design implementation after the basic design according to Form No. 04, Appendix I issued together with Decree 15/2021/ND-CP;
- Accompanying legal documents, including: the decision approving the construction investment project accompanied by the approved construction investment feasibility study report; the notice of appraisal results from the specialized construction agency and the basic design drawing files with confirmation stamps (if any); the report on the construction design verification results from the verification consultant, confirmed by the investor (if required); the design approval documents on fire prevention and fighting, results of the environmental impact assessment procedure, or the environmental permit (if required according to the laws on fire prevention and fighting and environmental protection) and other relevant documents.
The procedures on fire prevention and fighting are carried out simultaneously and are not required to be presented at the time of submitting the appraisal dossier, but the results must be sent to the specialized construction agency 5 working days before the appraisal result notice deadline.
- Construction survey dossier approved by the investor; the construction design dossier of the construction design step proposed for appraisal;
- Codes of construction operation capacity certificates of the survey contractor, the construction design contractor, the verification contractor; codes of the construction operation practice certificates of the heads of the construction survey; heads and principal designers of various design disciplines; heads and principal verifiers; the construction operation permit of the foreign contractor (if any);
- For projects using public investment capital or state capital other than public investment with a requirement for construction cost estimate appraisal, in addition to the components mentioned above, the dossier must include the construction cost estimate; relevant price data and norms for determining the construction cost estimate; price quotes, and cost appraisal results (if any).
- For design implementation following the adjusted basic design, in addition to the aforementioned components, it is necessary to submit a report on the actual construction status of the project (in the case where the project has already been constructed).

How is the latest procedure for appraising construction design implementation after the basic design executed?
According to the provisions of item 2, Section 1 of the administrative procedure issued together with Decision 1105/QD-BXD in 2023, the latest procedure for appraising construction design implementation after the basic design is executed as follows:
- The person requesting appraisal submits 01 set of appraisal request dossiers for construction design implementation after the basic design to the receiving and result-returning section of the TTHC under the Office of the Ministry or a specialized construction agency under one of the Ministries (Construction, Transport, Industry and Trade, Agriculture and Rural Development).
- Within 5 working days from the date of receiving the dossier, the specialized construction agency is responsible for:
+ Sending a written request for dossier supplementation;
+ Returning the appraisal dossier and providing a written explanation for the refusal to conduct the appraisal in cases such as: Not within the jurisdiction of the specialized construction agency, or the person requesting the appraisal is not authorized according to the provisions of Decree 15/2021/ND-CP amended and supplemented by Decree 35/2023/ND-CP; Not subject to appraisal at the specialized construction agency; the appraisal dossier is not legally compliant or is invalid;
+ Sending a written request to the competent fire prevention and fighting authorities to take opinions on the fire prevention and fighting solutions in the basic design (if requested by the investor).
- Within 20 days from the date of receiving the supplementary dossier request from the specialized construction agency, if the person requesting appraisal does not submit the supplementary dossier, the specialized construction agency will cease the appraisal; the person requesting appraisal will have to re-submit the appraisal request when required.
- During the appraisal process, the specialized construction agency has the right to temporarily suspend the appraisal (not exceeded once) and promptly notify the person requesting appraisal of any errors or discrepancies in the dossier information and data that prevent a conclusion. If the aforementioned errors or discrepancies cannot be rectified within 20 days, the specialized construction agency will cease the appraisal; the person requesting appraisal will have to re-submit the appraisal request when required.
- Within no more than 40 days (for grade I and special-grade projects); no more than 30 days (for grade II and III projects); no more than 20 days (for other projects) from the date of receiving a complete and valid dossier, the specialized construction agency will issue a notice of appraisal results with the attached stamped drawing dossier.
Execution method: The person requesting appraisal submits the dossier directly or via postal service or online to the receiving and result-returning section of the TTHC under the Office of the Ministry or a specialized construction agency under one of the Ministries (Construction, Transport, Industry and Trade, Agriculture and Rural Development).
How long is the resolution time for the appraisal of construction design implementation after the basic design?

From the date of receiving a complete and valid dossier:
