What Does the Dossier for Renewing the Citizen Identification Card Include?
Based on sub-item 3, Section B, Part II of Administrative Procedures issued together with Decision 5947/QD-BCA-C06 of 2021, the following is stipulated:
3.3. Dossier components and quantity:
a. Dossier components:
- Information receipt form for Citizen Identification (Form CC02 issued together with Circular No. 66/2015/TT-BCA dated December 15, 2015 of the Minister of Public Security).
- In cases where there are changes, adjustments to the citizen's information compared to the national database on residential information, the dossier additionally includes:
+ Form for updating, amending residential information (Form DC02 issued together with Circular No. 104/2020/TT-BCA dated September 30, 2020 of the Minister of Public Security).
+ Legal documents proving the changes in the citizen’s information.
b. Quantity of the dossier: 01 (one) set.
The dossier for renewing the Citizen Identification card includes:
- Information receipt form for Citizen Identification (Form CC02 issued together with Circular 66/2015/TT-BCA dated December 15, 2015 of the Minister of Public Security).
- In cases where there are changes, adjustments to the citizen's information compared to the national database on residential information, the dossier additionally includes:
+ Form for updating, amending residential information (Form DC02 issued together with Circular 104/2020/TT-BCA dated September 30, 2020 of the Minister of Public Security).
+ Legal documents proving the changes in the citizen’s information.

Guideline for Renewing the Citizen Identification Card at the Provincial Level?
Based on sub-item 3, Section B, Part II of Administrative Procedures issued together with Decision 5947/QD-BCA-C06 of 2021, the following is stipulated:
- Step 1: Citizens go to the location for Citizen Identification card procedures at the National Population Data Center, the Department of Administrative Management on Social Order, Ministry of Public Security, or through the National Public Service Portal, the Ministry of Public Security's Public Service Portal to register the time and place for renewal procedures of the Citizen Identification card.
In cases where citizens do not meet the conditions for renewing the Citizen Identification card, the dossier will be rejected and reasons clearly stated. If citizens meet the renewal conditions, the following steps are to be taken:
- Step 2: The officer collects the citizen's information by searching for information in the national database on residential information to prepare the dossier for renewing the Citizen Identification card.
+ If there are no changes or adjustments to the citizen's information, the existing national database information is used to prepare the dossier.
+ If there are changes or adjustments, the citizen is asked to present legal documents proving the changes to update and supplement the renewal dossier.
- Step 3: Proceed to collect fingerprints and take a portrait photo of the citizen.
- Step 4: Print the Information Receipt Form for Citizen Identification for the citizen to check and sign to confirm; print the Form for updating, amending residential information (if any) for the citizen to check and sign to confirm.
- Step 5: Collect the old Citizen Identification card, charge the fee (if any), and issue a receipt for the new card (Form CC03 issued together with Circular No. 66/2015/TT-BCA dated December 15, 2015 of the Minister of Public Security).
- Time for dossier submission and result collection: From Monday to Friday weekly (except public holidays).
- Step 6: Receive the result directly at the Police agency where the dossier was submitted or via postal delivery service to the requested address.
Under What Circumstances Can the Citizen Identification Card Be Renewed?
Based on sub-item 3, Section B, Part II of Administrative Procedures issued together with Decision 5947/QD-BCA-C06 of 2021, the following is stipulated:
Vietnamese citizens who have been issued a Citizen Identification card must renew it under the following circumstances:
- When the citizen turns 25, 40, and 60 years old;
- When the card is damaged and unusable;
- When there are changes in surname, middle name, first name; identity features;
- When gender or hometown is reassigned;
- When there are errors in the information on the Citizen Identification card;
- At the citizen's request.
