According to Subsection 4, Section II, Part B of Administrative Procedures issued together with Decision 3384/QD-BCA-C07 2024, the province-level procedures for appraisal of fire safety design in Vietnam are as follows:
- Implementation Process:
Step 1: Individuals and organizations prepare the dossier in accordance with legal regulations.
Step 2: Individuals and organizations submit the dossier to the Fire Prevention and Fighting Police Department and Rescue - Provincial Police.
Step 3: The receiving officer checks the validity and components of the dossier (documents in the dossier submitted to the Police agency must be originals, certified copies, copies attached to originals for checking in case of direct submission or via public postal services; electronic originals or certified copies in case of online submission via the national public service portal or the Ministry of Public Security’s public service portal).
+ If the dossier is valid and complete, the officer issues a receipt for processing the administrative procedure regarding fire prevention and fighting, hands over one copy to the dossier submitter and keeps one copy, or sends a notification via email or SMS to the submitting organization or individual.
+ If the dossier is incomplete or invalid, it is returned with instructions for completion, and information is recorded in an additional guidance form, one copy is handed to the dossier submitter and one copy is kept, or guidance content is recorded to notify via email or SMS to the submitting organization or individual.
Step 4: According to the appointment date on the receipt or the notification via email or SMS, the individual or organization goes to the submission place to receive the result directly or via public postal services or receives electronic results in the account used for the previous dossier submission.
- Method of Implementation:
+ Directly: Submit the dossier directly at the Single-window Department of the Fire Prevention and Fighting Police Department and Rescue - Provincial Police.
+ Public Postal Services: Submit the dossier via public postal services.
+ Online: Submit the dossier at the National Public Service Portal or the Ministry of Public Security’s Public Service Portal.
- Fees and Charges: Applicable.
- Agency Handling Administrative Procedures: Fire Prevention and Fighting Police Department and Rescue - Provincial Police.
- Time Limit for Processing: 15 working days for dossiers of national important projects, group A projects; 10 working days for other project dossiers, motor vehicles requiring special fire prevention and fighting safety assurance, from the date of receiving a complete and valid dossier.

12. Authority for appraisal of fire safety design:
a) The Fire Prevention and Fighting Police Department and Rescue shall appraise fire prevention and fighting designs for projects specified in Appendix Va issued together with this Decree;
b) The Fire Prevention and Fighting Police Department and Rescue shall appraise fire prevention and fighting designs for projects, motor vehicles specified in Appendix Vb issued together with this Decree within their management area and cases authorized by the Fire Prevention and Fighting Police Department and Rescue.

What are requirement for items subject to fire safety design appraisal in Vietnam?
According to Clause 5, Article 13 of Decree 136/2020/ND-CP repealed by Point a, Clause 1, Article 5 of Decree 50/2024/ND-CP and amended and supplemented by Point d, Clause 5, Article 1 of Decree 50/2024/ND-CP, the requirement for items subject to fire safety design appraisal in Vietnam are:
(1) For projects, buildings, the following contents must be considered: fire access roads, fire safety distances from surrounding buildings; fire resistance level, fire and explosion hazard grades, planning related to fire prevention and fighting; fire compartmentation, fire spread prevention solutions; evacuation solutions; smoke control solutions; electrical supply for fire prevention and fighting systems and related technical systems; fire alarm systems, fire fighting systems; fire water supply systems and fire fighting equipment, rescue and rescue equipment of the building.
(2) For special vehicles requiring fire safety assurance: fire safety solutions concerning the operating features and fire, explosion hazard characteristics of the vehicle; fire compartmentation, fire spread prevention, evacuation, rescue solutions in case of fire; fire safety solutions for electrical systems, fuel systems and engines; fire alarm systems, fire fighting systems and other fire fighting equipment; systems and devices for detecting and treating leaks of hazardous gases and liquids concerning fire and explosion hazards.
(3) For buildings already accepted for use, installation, replacement or renovation of fire prevention and fighting systems and equipment must ensure the appraisal of designs for their installed or renovated parts within the building.
