What is the marriage registration process in Vietnam?

Step 1: The requester submits the application for marriage registration directly at the One Stop Shop/Public Administration Center of the District People's Committee/Commune-level People's Committee, including:

- In case the dossier is incomplete and invalid, there shall be written instructions for the requester to supplement and complete the dossier, clearly stating the types of papers and contents to be supplemented for the requester to supplement and complete. - In case the person requesting marriage registration fails to supplement or complete the dossier, he/she shall report to the head of the one-stop shop for a written refusal to settle the marriage registration request.
Step 3: Civil status civil servants verify the dossier (verify the consistency and validity of the information in the dossier, papers, and attached documents).
- In case the dossier needs to be supplemented, completed, or is not eligible for settlement, must be rejected, send a notice of the status of the application to the One-Stop Department to notify the applicant – repeat step 2.2. or 2.3.
- If it is found to be complete, valid and in accordance with regulations, record it in the marriage registration book and update marriage registration information on the shared electronic civil status registration and management software.
Step 4: Civil status civil servants print the Marriage Certificate, submit it to the Leaders of the People's Committee for signature, and transfer the results to the One-Stop Department to return the results to the citizens.
Step 5: Citizens (both male and female parties must be present and present identification documents for comparison) check the information on the Marriage Certificate, in the Marriage Register, confirm their voluntary marriage and sign the marriage registration book, sign the marriage certificate, each male and female party receive 01 original of the marriage registration certificate.

- Fees for issuance of copies of Marriage Extracts (if required) comply with the provisions of Circular No. 281/2016/TT-BTC dated November 14, 2016 of the Ministry of Finance of Vietnam, stipulating the rate, collection regime, pay, manage and use fees for exploitation and use of information in the civil status database, fees for confirmation of Vietnamese nationality, fees for certification of Vietnamese origin, and citizenship fees.
- In case the marriage registration requester has not yet paid the fee or charge through the payment function on the Public Service Portal, it shall be submitted at the civil status registration office when receiving the results.
