According to the provisions in Subsection 11, Section A of the Administrative Procedures issued together with Decision 5568/QD-BCA in 2023, the latest procedure for extending temporary residence for foreigners at the central level is implemented as follows:
Step 1: Prepare the dossier according to legal regulations.
Step 2: Submit the dossier during business hours on weekdays at one of two headquarters of the Immigration Department - Ministry of Public Security:
+ No. 44-46 Tran Phu Street, Ba Dinh District, Hanoi.
+ No. 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City. Alternatively, submit the dossier online via the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, and send additional documents via public postal service as per the notice of the Immigration Department on the online Public Service Portal (if any).
* The officer receiving the dossier will check the legality and content of the dossier:
+ If the dossier is complete and valid, accept the dossier, print and issue a receipt for the applicant; request payment of fees to the fee-collecting officer, the officer will issue a receipt to the applicant or make an online announcement on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security for online payment and receiving an electronic receipt.
+ If the dossier is incomplete or invalid, the receiving officer will guide or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security to the applicant for completion.
+ If the dossier does not meet the conditions, do not accept the dossier, reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and clearly state the reasons.
* For online submissions, the applicant for temporary residence extension may request to receive the results via postal service and must pay the delivery fee.
* The time for receiving the dossier: From Monday to Saturday morning weekly (except for Tet holidays, public holidays).
Step 3: Receive the result:
+ The applicant for temporary residence extension directly receives the results at the Immigration Department, Ministry of Public Security; when receiving the results, bring along the receipt, identification documents, and payment receipt for verification.
In case of requesting to receive results via postal service, follow the instructions of the postal service provider.
+ If the extension of temporary residence is not approved, reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and clearly state the reasons.

- The agency or organization requesting the issuance, supplementation, amendment of the visa, or extension of temporary residence for foreigners, Vietnamese with foreign passports must have a dossier as stipulated in Clause 2, Article 16 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014.
- Foreigners, Vietnamese with foreign passports must have a valid passport, a visa (except for visa-exempt cases), and temporary residence certification issued by the competent Vietnamese authority, currently residing in Vietnam and not in the category of "not allowed to enter Vietnam" or "temporarily suspended from exit".
- Vietnamese citizens permanently residing domestically requesting the issuance, supplementation, amendment of the visa, or extension of temporary residence for foreigners, Vietnamese with foreign passports must be related as grandparents, parents, spouses, children, siblings of the foreigner, or Vietnamese with foreign passports (presenting documents proving the relationship) according to Point b, Clause 1, Article 45 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014.
