What does the latest notary apprentice registration dossier include?
Based on the provisions in Section 1 of the Administrative Procedures issued with Decision 2683/QD-BTP in 2023, the latest notary apprentice registration dossier includes:
- Notary apprenticeship registration form (Form TP-TSCC-01a) or (Form TP-TSCC-01b) issued with Circular 08/2023/TT-BTP;
- Certificate of graduation from the notary training course or a certificate of completion of the notary training course or a decision recognizing equivalence for those trained in notary services abroad (certified copy or photocopy attached to the original for comparison).

Latest notary apprentice registration procedures guidance according to Decision 2683/QD-BTP
Based on the provisions in Section 1 of the Administrative Procedures issued with Decision 2683/QD-BTP in 2023, the latest notary apprentice registration procedures are as follows:
- The person accepted for apprenticeships by a notary practice organization submits directly or sends via postal routes or through the Public Administrative Service Center 01 set of apprenticeship registration dossiers to the Department of Justice where the notary practice organization is located.
Within 07 working days from the date of receipt of a valid dossier, the Department of Justice shall issue a decision to register the notary apprenticeship and send the decision to the registering apprentice and the notary practice organization that accepts the apprentice; in case of refusal, the Department of Justice must reply in writing stating the reasons.
- For cases where the person eligible for apprenticeship registration has contacted at least 03 notary practice organizations eligible for apprenticeship in a province, centrally-run city, or has contacted 01 notary practice organization eligible for apprenticeship in case the province, centrally-run city has 03 or fewer notary practice organizations eligible for apprenticeship and has been refused, the dossier should be submitted to the Department of Justice of the province, city for arranging and registering the notary apprenticeship.
Within 10 days from the date of receipt of a valid dossier, the Department of Justice shall consider, designate a notary practice organization to accept the apprentice, and issue a decision to register the notary apprenticeship and send the decision to the registering apprentice and the notary practice organization accepting the apprentice; if there are no notary practice organizations eligible for apprenticeship in that province/city, the Department of Justice must reply in writing stating the reasons to the applicant.
- In necessary cases, the Department of Justice shall conduct verification to clarify the conditions for apprenticeship registration and acceptance according to the provisions of the Law on Notarization 2014, Circular 08/2023/TT-BTP.
The maximum verification period is 10 days and is not counted in the time of reviewing, designating a notary practice organization, and registering the apprenticeship.
Method of implementation: Direct submission or sending via postal routes or through the Public Administrative Service Center.
What are the requirements and conditions for carrying out the notary apprenticeship registration procedures?
Based on the provisions in Section 1 of the Administrative Procedures issued with Decision 2683/QD-BTP in 2023, the requirements and conditions for carrying out the notary apprenticeship registration procedures are as follows:
* The registering apprentice must be eligible for apprenticeship registration (having a certificate of graduation from the notary training course or a certificate of notary training).
* A person in any of the following cases shall not be allowed to register for apprenticeship:
- Persons being prosecuted for criminal responsibility, convicted by a legally effective judgment of the Court for a crime committed carelessly and not yet having their criminal records cleared or for an intentional crime;
- Persons being subjected to administrative measures according to the provisions of the law on handling administrative violations;
- Persons lacking or having limited civil act capacity or experiencing difficulty in awareness or behavior control;
- Persons who are officials and public employees (except for public employees working at the Notary's Office), officers, professional servicemen, or defense workers in offices and units under the People's Army; officers, non-commissioned officers, or workers in offices and units under the People's Public Security;
- Officials who have been disciplined by dismissal, and public employees disciplined by dismissal or officers, professional servicemen, workers, public employees in offices and units under the People's Army, officers, non-commissioned officers, workers, public employees in units under the People's Public Security disciplined by stripping of the title of serviceman, police officer, or expelled from the sector;
- Persons working under labor contracts for agencies, organizations, businesses, except for those working under labor contracts at the notary practice organization where they are apprenticing or signing labor contracts with agencies, organizations, or businesses where the working time does not overlap with the working hours of the notary practice organization accepting the apprentice.
