- Sequence of Execution:
+ Step 1: Individuals or organizations prepare the application as per the legal regulations.
+ Step 2: Individuals or organizations submit the application to the Fire Prevention and Fighting and Rescue Police Department at the provincial or centrally-affiliated city level.
+ Step 3: The receiving officer checks the validity and components of the application (documents in the application submitted to the Police agency must be originals, certified copies, or copies with originals for verification when directly submitted or via public postal services; originals or certified electronic copies when submitted online via the national public service portal, Ministry of Public Security's public service portal).
++ If the application is valid and complete, a Receipt for Processing Firefighting Administrative Procedures is issued to the submitter, maintaining a copy for records or sending an acknowledgment via email or SMS.
++ If the application is incomplete or invalid, it will be returned with instructions to complete it, recording information in a Supplemental Guidance Receipt given to the submitter, keeping a copy for records or noting the supplemental instructions to notify via email or SMS.
+ Step 4: Based on the appointment date on the Receipt for Processing Firefighting Administrative Procedures or the notification via email or SMS, individuals or organizations collect the results directly, via public postal services, or retrieve electronic results through the account used for submitting the application.
- Method of Execution:
+ In-person: Submit the application directly at the One-Stop Section of the Provincial Fire Prevention and Fighting and Rescue Police Department.
+ Public postal services: Submit the application via public postal services.
+ Online: Submit the application through the National Public Service Portal or the Ministry of Public Security's Public Service Portal.
- Fees and Charges: None.
- Time Limit for Processing: 07 working days from the date of receiving a complete and valid application.

Based on Clause 12, Article 45 of Decree 136/2020/ND-CP, amended by Point e, Clause 17, Article 1 of Decree 50/2024/ND-CP, the authority to reissue the Certificates of eligibility for fire prevention and fighting service business in Vietnam is specified as follows:
Certificates of eligibility for fire prevention and fighting service business
Authority to issue, reissue, and renew the Certificates of eligibility for fire prevention and fighting service business:
a) The Fire Prevention and Fighting and Rescue Police Department issues, reissues, and renews the Certificates of eligibility for fire prevention and fighting service business to businesses engaged in the consulting, inspection, and technical testing of firefighting services, as well as the production and assembly of firefighting means and equipment;
b) The Provincial Fire Prevention and Fighting and Rescue Police Department issues, reissues, and renews the Certificates of eligibility for fire prevention and fighting service business to businesses engaged in firefighting services within their jurisdiction, except for businesses under the authority of the Fire Prevention and Fighting and Rescue Police Department.
Thus, the authorities to reissue the Certificates of eligibility for fire prevention and fighting service business are:
- The Fire Prevention and Fighting and Rescue Police Department for businesses engaged in the consulting, inspection, and technical testing of firefighting services, as well as the production and assembly of firefighting means and equipment.
- The Provincial Fire Prevention and Fighting and Rescue Police Department for businesses engaged in firefighting services within their jurisdiction, except for businesses under the authority of the Fire Prevention and Fighting and Rescue Police Department.
Application for Reissuing the Certificates of eligibility for fire prevention and fighting service business
Based on Clause 5, Article 45 of Decree 136/2020/ND-CP, amended by Point d, Clause 17, Article 1 of Decree 50/2024/ND-CP, the application for reissuing the Certificates of eligibility for fire prevention and fighting service business in Vietnam includes:
