What are the details of guidance on procedure for the issuance of certificate of training in fire prevention and fighting operations at the district level in 2024?
Based on Subsection 1 of Section C Part II of the Administrative Procedures issued together with Decision 3384/QD-BCA-C07 in 2024, the procedure for the issuance of certificate of training in fire prevention and fighting operations at the district level is as follows:
- Step 1: Individuals and organizations prepare documents as prescribed by law.
- Step 2: Individuals and organizations submit documents to the district-level Police under the provincial, centrally-run city Police.
- Step 3: The receiving officer checks the validity and components of the documents (the documents sent to the police authority must be the original or certified copies or copies with the original for comparison in case of direct submission or through the public postal service; the original or electronic certified copies in case of online submission through the national public service portal, the Ministry of Public Security's public service portal).
+ If the documents are valid and complete, the officer will issue a Receipt Voucher for the resolution of administrative procedures regarding fire prevention and fighting to the submitter, one copy kept, or send the receipt notice via email or mobile message to the submitting organization, individual;
+ If the documents are not complete or not valid, they will be returned with instructions to complete the documents and information will be recorded in a Supplementary Guidance Form, given to the submitter, one copy kept, or the supplementary instructions will be announced via email or mobile message to the submitting organization, individual.
- Step 4: Based on the appointment date on the Receipt Voucher for the resolution of administrative procedures regarding fire prevention and fighting or the notice via email or mobile message, individuals, organizations go to the submission place to receive the results directly, through the public postal service, or receive electronic results on the public service account previously used for submission.
- Method of implementation:
+ Direct: Submit documents directly at the One-stop section of the district-level Police under the provincial, centrally-run city Police.
+ Public postal service: Submit documents through the public postal service.
+ Online: Submit documents at the National Public Service Portal, the Ministry of Public Security's public service portal.
- Fees and charges: None.
- Processing time: 14 days from the date of receipt of valid documents.
- Subjects of administrative procedures: Agencies, organizations, facilities, individuals.

Based on Clause 13 Article 33 of Decree 136/2020/ND-CP amended by Point c Clause 12 Article 1 of Decree 50/2024/ND-CP stipulating the authority for training, inspecting, and evaluating and issuing certificate of training in fire prevention and fighting operations in Vietnam as follows:

13. The authority for training, inspecting, and evaluating the issuance of certificate of training in fire prevention and fighting operations:
a) The Department of Fire Prevention and Fighting and Rescue Police trains, inspects, and evaluates the issuance of certificate of training in fire prevention and fighting operations for individuals belonging to ministries, ministerial-level agencies, agencies under the Government of Vietnam, facilities of economic groups, corporations;
b) The Provincial Police Fire Prevention and Fighting and Rescue Police Department, District Police train, inspect, and evaluate the issuance of certificate of training in fire prevention and fighting operations for individuals belonging to units and facilities within their managed areas and individuals permanently residing within their managed areas;
c) The Fire Prevention and Fighting Training Certificate is valid nationwide.
The Department of Fire Prevention and Fighting and Rescue Police, along with the Provincial Police and District Police Fire Prevention and Fighting and Rescue Departments have the authority to train, inspect, evaluate and issue certificate of training in fire prevention and fighting operations to respective individuals and units.
Which subjects must be trained in fire prevention and fighting skills?
Based on Clause 1 Article 33 of Decree 136/2020/ND-CP, the subjects required to be trained and fostered in fire prevention and fighting skills include:
(1) Persons holding the fire command titles as stipulated in Clause 2 Article 37 of the Law on Fire Prevention and Fighting 2001;
(2) Members of civil defense teams, facility-based fire prevention and fighting teams;
(3) Members of specialized fire prevention and fighting teams;
(4) Individuals working in environments with fire and explosion hazards or regularly in contact with fire and explosion hazardous goods;
(5) Drivers, personnel working on passenger transportation vehicles with more than 29 seats and vehicles transporting fire and explosion hazardous goods;
(6) Individuals performing fire prevention and fighting duties at facilities listed in Appendix IV issued together with Decree 136/2020/ND-CP;
(7) Members of forest fire prevention and fighting teams, forest fire prevention and fighting units.
